- Requirements Schedule Terms & Conditions-HSCG38-14-Q-200002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HSCG38-14-Q-200002 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,000 employees. SEE ATTACHED DOCUMENTS TITLED "TERMS AND CONDITIONS-HSCG38-14-Q-200002" and "REQUIREMENTS SCHEDULE "HSCG38-14-Q-200002" FOR APPLICABLE CLAUSES AND SCHEDULE. The estimated quantity/parts list is attached in Excel. Vendors must submit their quote electronically using the attached Excel format. Failure to use the Excel format to submit a quote may result in the vendor's quote not being considered for an award. It is anticipated that a Requirements Contract with Firm Fixed Pricing consisting of one (1) one-year base period and four (4) one-year option period shall be awarded as a result of this synopsis/solicitation. The total duration of this contract shall not exceed five (5) years It is anticipated that a non-competitive contract shall be awarded on a sole source basis to Honeywell International, the Original Equipment Manufacturer (OEM) as a result of this synopsis/solicitation. All parts must have clear traceability to the Original Equipment Manufacturer (OEM), Honeywell International. Traceability means a clear, complete, documented, and auditable paper trail which traces each step from the OEM to its current location. Concerns having expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. The Government will award a Requirements Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Drawings or specifications are not available, and cannot be furnished by the Government. Parts must be approved in accordance with Federal Aviation Administration (FAA) guidelines to ensure safety of SRR aircrew. Only the use of airworthy commercial specifications or standard military specifications/military standard parts will be utilized and approved from this solicitation. Newly manufactured commercial items will only be procured from sources able to provide a certificate of airworthiness, Federal Aviation Administration (FAA) 8130 (preferred) or equivalent European Aviation Safety Agency (EASA) certification, a certificate of conformance and traceability to the OEM. The Federal Aviation Regulation, Part 21, outlines certification procedures. NO SUBSTITUTE PARTS WILL BE CONSIDERED. ONLY NEW PARTS WILL BE ACCEPTED. The Government reserves the right to withhold any item or group of items contained in this solicitation upon award. The Government reserves the right to make a single award, multiple awards or to make no award. The Government shall ensure all procurements are awarded without jeopardizing quality or safety of flight. Closing date/time for submission of quotes is June 30, 2014 by 4:00 PM EST.
