Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) National Climatic Data Center (NCDC) is requesting information from non-Federal organizations (e.g., State and local government agencies, nonprofits, NGOs, research laboratories, and universities) and industry regarding interest in assuming ownership, including possibly operations and maintenance, of 16 climate observing stations in the state of Alabama that are part of the U.S. Regional Climate Reference Network (USRCRN). See Appendix 1 for details about the 16 Alabama stations. For details on the entire USRCRN network please see: https://www.ncdc.noaa.gov/crn/usrcrn/. Please note that these stations are separate from and not part of the U.S. Climate Reference Network (USCRN) and this request is in no way related to the 114 USCRN station network in the conterminous U.S. or any USCRN stations in Alaska and Hawaii. Purpose of this RFI This Request for Information (RFI) seeks to identify opportunities to develop a sustainable transition plan to enable interested entities to assume ownership and possibly operations and maintenance of climate observing stations that are part of the U.S. Regional Climate Reference Network (USRCRN). NCDC is pursuing full transfer of ownership of the 16 USRCRN Alabama stations to another party. Again, for avoidance of doubt, NCDC is not pursuing ownership transfer of any of its USCRN stations; this RFI is limited solely to the 16 USRCRN stations that NCDC owns and operates in the state of Alabama. The USRCRN enhances NOAA's ability to better monitor and quantify regional climate conditions to improve the understanding of weather and climate variations and changes on a regional scale in the U.S., as well as providing observations to improve local weather forecasts and warnings. It resolves problems that other networks often suffer from such as poor siting, inconsistent observing practices and technologies, single sensor technology as opposed to the triplicate measurements provided, and changes in local station environments (e.g., lack of human influence from development). All of these factors can adversely affect our understanding of variations and changes. The USRCRN also improves regional observations of temperature and precipitation in support of Drought Monitoring (in concert with the National Integrated Drought Information System). In addition, the network was designed to increase the value and utility of data from other NOAA in-situ and satellite observing systems and other networks through objective inter-comparison of these data with high quality USRCRN data. Due to budget constraints, NOAA was required to terminate its support for the U.S. Regional Climate Reference Network in Fiscal Year 2014 (FY14). NOAA now considers the equipment comprising the network to be excess to the needs of the Agency. To date, no other Federal agency has expressed an interest in assuming ownership of the USRCRN Therefore, NOAA is looking for other interested entities to whom the Agency can transfer ownership. The recipient does not need to agree to take on the entire network. NOAA will transfer ownership of individual sites, or parts of the network. Operations and maintenance of the sites, as well as all communication of data and related data management and quality control procedure will be conducted at the discretion of the new owner. NOAA has no requirement that they continue to be maintained to reference standards. If no parties are interested in assuming ownership of these 16 stations, NOAA will proceed with a process of disposing of them in accordance with applicable Federal regulations Information Requested Interested organizations should submit a written response to the following questions: •Is your organization interested in assuming ownership of any or all of the 16 Alabama USRCRN stations? •If your organization has interest, which stations specifically would you be interested in acquiring? •How soon can your organization assume ownership of any or all of the stations? •After assuming ownership, does your organization intend to operate and maintain some or all of the stations? NCDC is providing all stakeholders an opportunity to respond to this RFI. In the case of multiple entities expressing an interest to assume ownership of one or more of the stations, NOAA's decision will be guided by applicable Federal regulations governing the disposal of Federal property. This request is not a request for proposals. The Government will not reimburse the respondents for any costs incurred or otherwise associated with the information submitted in response to this request. All information submitted in response to this RFI may be shared inside and outside the Government. Written comments, no longer than five pages in length, must be submitted electronically as a PDF no later than 60 days from release of RFI, 2014, addressed to Jay.Lawrimore@noaa.gov. Please do not submit marketing material.
