- The U.S. Department of Commerce, National Logistics Supply Center, Silver Spring, MD intend to replenish logistics spares for NEXRAD Program: Quantity 200, Fan Kits. AEGIS has developed and manufactured the Fan Kit assembly since the birth of the Program. This acquisition is proposed to be sole sourced to AEGIS as the only known qualified source of this part due to the proprietary nature of the design. Since the deployment of the Dual POL upgrade, the Field Technicians have experienced an increased failure rate of the AME Power supply Fan Tray assemblies. To date, the NRC has processed the repair of 16 AME Power Supplies (R400-2A9PS1) due to fan tray failures. The current Fan Tray was designed to meet IP21 standards. IP21 is a rating given to equipment designed for indoor use only. The fan tray provides cooling to a power supply located in the NEXRAD RADOME. The RADOME area is not considered an indoor environment. The fan tray is failing due to the corrosion caused by salt and or humid environment in the RADOME. The fan tray should have been developed with a minimum of IPSS rating, more conducive to surviving the environs of the NEXRAD RADOME. AEGIS completed the design of the retro-fit fan tray in August of 2013. The retro-fit kit was designed to the IPSS rating and utilizes a fan unit with 100,000 hour MTFB. The IP55 rating indicates protection from dust, water-jet spray from all directions. The purpose of this acquisition is to obtain spare assemblies for the NEXRAD System. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item; any logistical spares must be form, fit, and function identical to the original equipment item. AEGIS considers this item as proprietary and so is the only known source of supply. The original equipment was subjected to a stringent qualification test regime which included operational testing, field testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing be completely re-accomplished. It would require significant funding and time to accomplish and would result in fielded NEXRAD systems being unavailable during the period needed. For this reason, only known Fan Tray Assembly by AEGIS are deemed acceptable at this time. This acquisition is proposed to be sole source to Aegis as the only known qualified source of this part due to the proprietary nature of the design. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 1, Simplified Acquisition Procedures and FAR Part 12 Commercial Items. The use of a different part from a listed suggested source of supply or a part from a non-listed suggested source of supply which meets the specifications shall occur only after review/concurrence and a first article qualification by the Government. The NAICS code for this action is 334515. The NWS special packaging/marking requirement will be applicable. Firms, who believe they can provide this supply, must furnish detailed information, that demonstrates their experience and capability to provide the services, and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of supply previously. Interested parties must respond within (7) seven calendar days after publication of this notice. If no affirmative responses are received, the Government intends to issue contract to Vaisala, Inc. All contractors doing business with the Government must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered with SAM.
