- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Leica Biosystems Imaging, Inc., Vista, CA 92081 pursuant to 41 U.S.C.3304(a)(1) as set forth in FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the purchase of one (1) each Leica 23AT2100 Aperio ScanScope AT2 and training and installation. The purchase includes a trade-in credit for existing ScanScope XT,S/N 1282. The scanner is necessary to maintain ongoing and future core digital slide support for investigators within NIEHS. This is the only known source for this equipment that has the following capabilities: 1) The ability to capture 400 slides is the largest capacity available; 2) The instrument is compatible with current existing software and storage framework; and 3) The instrument will allow us to take advantage of upgraded software programing for increased output. The Aperio instrument infrastructure will allow use of current NIEHS storage servers and back up protocols engaged by the IT support group. The Aperio AT2 has a small footprint that would fit in the same place as the instrument it would be replacing. The AT2 has the largest slide capacity on the market at 400 slides that can be scanned automatically or semi-automatically for brightfield applications. The Aperio AT2 has the following features: Better first time scan success rates with skip blank stripes technology; Fewer rescans; Smaller file sizes that take up less room on the image storage server; The ability to capture an entire carousel of 400 slides in less than 7 hours; Reduce required maintenance and costs associated with bulb replacements; and Develop high quality eSlides with this high throughput image capture device. Market research shows other companies (Olympus, Hamamatsu and Digipath, Inc.) have developed slide scanning systems like the Aperio system for scanning bright field slides; however, their instruments will not work with our current image analysis software and storage systems. In addition, these systems are not compatible with our requirements due to: Lower slide capacities; Larger footprint and therefore will require additional bench space; Increased scan time that is 8-10 times longer than the current scanner that we have. Instruments reviewed during market research were Olympus VS120-SL, Hamamatsu NanoZoomer XR C12000, and the Digipath Pathscope. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Leica Biosystems Imaging, Inc. Note: The award is subject to the availability of FY-2014 funds. The NAICS Code/Size is 333314/500 Employees. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
