- Draft Schedule B This is the second draft RFP based upon comment from industry. SUBJECT: AG-32SC-S-14-0010, Draft RFP, Facility Operations and Maintenance Services for the National Center for Agricultural Utilization Research in Peoria, IL This is the second Draft RFP offered for comment by industry to assist in the development of a final RFP. Workload information and attachments/exhbits identified in the RFP have been added for comment. Please note that this information may be changed in the future as more recent data becomes available. PLEASE NOTE: No proposals are being requested in response to this draft, and none will be considered. The Government is not responsible for any cost associated with producing a response. Please also note that as this release is a draft, many of the details in this release are preliminary and may change and mature as the Government refines its requirements. DRAFT RFP: The Government is seeking responses to this release in the form of comments, questions, and concerns. Please adhere to the following submission instructions in the submission of your responses. All comments, questions, and concerns must be submitted to the following email address. Responses are welcome throughout the process, however, only responses submitted before 5 PM EST on 24 June 2014 will be considered. NUMBER AND TITLE OF THE PROJECT: Facility Operations and Maintenance Services for the National Center for Agricultural Utilization Research in Peoria, IL DESCRIPTION: The National Center for Agricultural Utilization Research (NCAUR) is a research center of the Agricultural Research Service (ARS), United States Department of Agriculture (USDA). The mission of NCAUR is to invent new industrial and food products from agricultural commodities, develop new technologies to improve environmental quality, and provide technical support to Federal regulatory and action agencies. NCAUR has a requirement for operational and maintenance support services for the research performed at the National Center for Agricultural Research (NCAUR). Facility services provided will ensure a clean, healthy, safe, comfortable and aesthetically pleasing physical environment for the staff and all visitors to the NCAUR in an effective and efficient manner. Services will be provided to the entire complex which includes the existing structures, greenhouse, renovated facilities, new construction, infrastructure and utilities. Services will include labor, supervision, necessary equipment, parts and materials, with the exception of those identified by the Government, sufficient to support the NCAUR mission statement. The requirement will include pre-priced, fully burdened labor categories for an IDIQ portion. This requirement includes furnishing all labor, equipment, supervision, materials, and incidentals for Operations and Maintenance Services such as but not intended to be all inclusive: HVAC, Security, Janitorial, Architectural and Structural, Grounds Maintenance, Electrical, Piped Systems, Utilities, Shipping/Receiving, and administration of Work Management systems. BIOBASED PRODUCTS: This requirement requires the use of biobased products to the extent that such products are reasonably available, meet Agency or relevant industry performance standards, and are reasonably priced. Where available, these products should be first acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). SET ASIDE STATUS: This requirement is 100% set aside for small business. The applicable NAICS is 561210.
