- Naval Air Warfare Training System Division (NAWCTSD) intends to issue a sole source contract to Advanced Acoustic Concepts, LLC (AAC), located at 425 Oser Ave., Hauppauge, NY, 11788. AAC will deliver the CASE String 20 documentation and CASE modularization and functional enhancements on a sole source basis per FAR 6.302-1 śOnly one responsible source and no other supplies or services will satisfy agency needs. ť The anticipated NAICS code for this effort is 541330 and the anticipated PSC code is 6910. AAC is the Original Equipment Manufacturer and currently the only company that has and is providing CASE to the government. AAC is the sole designer, developer and manufacturer of CASE, and therefore is the only company with the requisite knowledge, expertise and technical data that can meet the Government ™s requirement in a timely manner. CASE was originally processed under the Small Business Innovation Research (SBIR) program, and as such, AAC retains SBIR data rights in accordance with DFARS 252.227-7018. The full scope of the requirement is to analyze Acoustic Training and Simulation (ATaS) databases and document and deliver the database design implementation guide for the following ATaS databases utilized by CASE string 20 in a Software User ™s Manual (SUM) for the following components: Common Sensor Database (CSDB2), Active Emissions (AE) Database, and Acoustic Training and Simulation (ATaS) database. Additionally, the contractor shall deliver a functional implementation of the CASE modularization design and the High-Fidelity Active Sonar Training (HiFAST) model enhancement based on CASE String 20 or later. The contractor shall deliver the demonstration of the model enhancement implementation on the Government trainer mockup at Manned Flight Simulator (MFS) Multi-Mission Helo (MMH) lab (including configuration for P8, P3 and MH-60R) for the fleet and Government audience and representatives. Final delivery shall be no later than 12 months after contract award. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any interested party must have the approved facility and personnel clearances necessary and also demonstrate its ability to obtain any required clearances and technical data in time to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform the Government's needs within the required response time. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government. No reimbursement for any cost connected with providing capability information will be provided. This synopsis is for informational purposes only. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
