Description

The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition Connect to Your Health: Formative Evaluation of a Web-Based Instruction Designed to Promote Rural Veterans Adoption of Department of VA Electronic Resources. The intended sole source award will be a firm-fixed price (FFP) contract with MarStrats, LLC, (MarStrats) 6900 Delmar Boulevard, St. Louis, Missouri 63130, for back-end management system development and revisions to the front-end development based on a formative evaluation being conducted within VA as well as continuation of current hosting support that expires in November 2014. The Period of Performance (PoP) for this contract shall consist of a one-year base period and three, one-year option periods to be exercised at the Government's discretion. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The primary North American Industry Classification System (NAICS) is 541511 size standard of $25.5M. The anticipated award date is June 24, 2014. This notification shall close on June 24, 2014.
