Description
ATTACHMENT Notice of Intent: The USDA, ARS, MSA, SRRC, New Orleans, LA. Intends to award a sole source procurement to Uster Technologies Inc., 456 Troy Circle, Knoxville, TN. 37919, for a commercial Uster Classimat 5 yarn fault detection and classifying system for the numerical detection and classification of foreign matter and yarn faults in cotton spun yarn, as they are the sole source for this instrument. Pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The instrument is located at the USDA, ARS, MSA, SRRC, 1100 Robert E. Lee Blvd., New Orleans LA. 70124. The agreement includes the Classimat 5 instrument (base unit plus 6 winding positions) plus accessories such as spare cleaners and other spare parts, Uster software, installation and putting into certified operation, and training. The product is CE certified, and the purchase includes a 6 months no charge warranty for defective material or workmanship. The system has the required abilities to detect, classify, and analyze yarn defects to include thin spots, thick spots, and foreign matter contamination, particularly plant and plastic based contaminants; to rapidly characterize the yarn body while retaining the yarn in a condition for additional textile processing, such as weaving or knitting; and to characterize full yarn packages in a timely manner to complement the existing ability to test short yarn quantities (1000 meters). This ability is needed to address several key areas of the research program, including addressing foreign matter detection and removal as well as to produce commercial quality textile products. Data on yarn quality and characteristics from earlier generations of the Classimat instrument are maintained and in use, and the new Classimat 5 yarn default detection and classifying system has the required ability to obtain new data which is comparable and interchangeable with the earlier data and in a compatible format. The yarn fault detection and classification data generated in-house has the required ability to be compatible with and data transferred into an in-house database. Service must maintain and not invalidate the Uster warranty for all equipment presently at SRRC and covered under the contract. The Government intends to award a firm fixed price Purchase Order on or about July 1, 2014, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested Persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00 PM central time, June 30, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement.
