The Government intends to negotiate on a sole source basis with Wyatt Technology Corporation for a maintenance agreement to support multiple light-scattering and refractive index detectors and a flow cell machine. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML6-14016. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-74 May 30, 2014. The North American Industry Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $19.5M. The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories, is seeking to purchase a maintenance agreement on: 1)HELEOS 2 MALS Detector Instrument (SN 881-H2) a.Contains an internal QELS Detector ( S/N 620-WIQ) 2)HELEOS 2 MALS Detector Instrument (SN 366-H2) a.Contains an internal QELS Detector ( S/N 383-WIQ) 3)HELEOS 2 MALS Detector Instrument (SN 378-H2) a.Contains an internal QELS Detector S/N 171-QR) 4)TREOS MALS Detector Instrument (SN 212-TS) 5)Optilab rEX dRI Detector Instrument (SN 643-REX & 956-REX) 6)Optilab rEX dRI Detector Instrument (Property #01882740) The maintenance agreement must include: i)Free software and firmware upgrades, ii)Unlimited phone, email, & fax support, iii)One (1) free annual instrument PM inspection, iv)Free shipping of the instruments to and from as required to fulfill the agreement, v)Free access to an online Support Center that has free downloads of instrument software, firmware, and manuals, vi)Free access to an assistance program that allows technical support personnel to directly connect to and troubleshoot an instrument via the Internet, vii)Coverage of 50% of the parts' cost for "disasters" (such as spills) not covered under the Contract itself. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process all quotes must include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
