- UPDATE 17 JUNE 2014 - The GEODSS Request For Propsoal (RFP) has been posted. UPDATE 9 JUNE 2014 - NOTICE OF SITE VISIT: A GEODSS Site Visit is anticipated for 30 June, 2014. The site visit will be held at GEODSS Detchment 1, on White Sands Missile Range (WSMR), near Socorro, NM from 1900-2300. All persons attending the site visit must have a current SECRET CLEARANCE. Please reference the attached documents and RSVP no later than 1200 MDT 20 June 2014. UPDATE 16 APRIL 2014 - Please review the attached Draft PWS and RFP and provide a list of questions for the Government to address in the one-on-one meeting by 1200 on 28 April 2014. Answers to questions submitted before, during and after Industry Day will be redacted for company information and made available on FedBizOpps. UPDATE 11 APRIL 2014 - NOTICE OF INDUSTRY DAY: A GEODSS Industry Day is scheduled for 1-2 May, 2014. Industry Day Briefings will be given at the Base Chapel (Bldg 1410) Peterson Air Force Base (PAFB), Colorado (CO) 80914 on 1 May 2014, and one-on-one sessions will be held at the same location on 2 May 2014. Details of the GEODSS Industry Day, Agenda and a map of PAFB (with the Base Chapel indicated) are attached. Please reference the attached document and RSVP no later than 1200 MDT 25 April 2014. In accordance with FAR 5.203, the Government hereby publicizes a Notice of Proposed Contract Action for the Ground-based Electro-Optical Deep-Space Surveillance (GEODSS) solicitation. The Ground-based Electro-Optical Deep-Space Surveillance (GEODSS) contract consists of operations, maintenance, and support (OM&S). The 21st Space Wing intends to solicit competitive proposals to provide operation, maintenance, and support services at 3 Sites: White Sands Missile Range (WSMR) in Socorro, New Mexico; Diego Garcia, British Indian Ocean Territory; and Maui, Hawaii. The Contractor shall provide non-personal services to manage, operate, maintain, and provide logistical and general support services for the GEODSS system at Dets 1, 2 and 3. In addition to providing GEODSS system operation and maintenance (O&M) requirements, contracted services include exercise and testing assistance, civil engineering, communications-electronics maintenance, logistics, knowledge operations management, and electronic systems maintenance. Services will also be provided in support of system upgrades and modifications. The Contractor shall perform organizational and intermediate level maintenance on system upgrades and modifications once they are accepted by the Government. The current contract expires 30 Sep 2015. The contemplated contract type for this contract is Firm-Fixed Price with a Cost Reimbursement CLIN. The contemplated period of performance is five years, base-year plus four one-year options, beginning on or around 1 Oct 2015. This solicitation is a Small Business Set-Aside under the North American Industrial Classification System (NAICS) Code is 517919 (All Other Telecommunications) with a $30M small-business size-standard. The formal GEODSS solicitation and any amendments thereto, will be distributed through the Federal Business Opportunities website under Solicitation Number, "FA2517-13-R-8001." The Government intends to issue the formal GEODSS solicitation on or about June 2014. An Industry Day is planned for 1-2 May, 2014 at Peterson AFB. Description: This is a Sources Sought Notice only. This is not a request for proposal but a survey to locate potential sources that would be responsible for operations & maintenance and support to the Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) at various World Wide Locations. The draft Request for Proposal (RFP) will be issued in the future and will include a draft Performance Work Statement (PWS). A best value source selection is anticipated as the method of contractor selection. The 21st Contracting Squadron at Peterson Air Force Base (PAFB) Colorado seeks potential sources to provide 16-hour-a-day, 7 day-a-week operations for geographically separated units meeting mission requirements and other specified lesser requirements in support of the 21st Space Wing, Operations Group. The contractor shall be responsible for the operations and maintenance of the Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) optical sites located at Socorro New Mexico, Diego Garcia, British Indian Ocean Territory, and Maui Hawaii. The mission for GEODSS is to detect, track, and identify all tasked space objects within its area of coverage. GEODSS provides metric data to the Joint Space Operations Center at Vandenberg AFB CA. Additionally, GEODDSS provides Space Object Identification to the USSTRATCOM Joint Intelligence Center at Offutt AFB, Neb. The subsequent contract will include a projected sixty-day phase-in period. The Government anticipates a contract performance period of a basic period with four (4) option periods. Contract type has not yet been determined; however, the current contract type is Firm-Fixed Price and cost-reimbursable logistics CLINs. The revised North American Industry Classification Systems (NAICS) Code proposed for the requirement is now 517919. Additional information, as it becomes available, will be posted as well as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www.fbo.gov.It is the responsibility of the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for contract award. This synopsis also contains the following clause: 5352.201-9101 Ombudsman. As prescribed in 5301.9103, insert the following clause: OMBUDSMAN (Nov 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
