Description
Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institutes on Drug Abuse, Station Support Simplified Acquisitions. Introduction: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Purpose and Objectives: The purpose of this potential requirement is to acquire a Commvault Simpana Capacity Level License Agreement (CLA) for the National Institute of Mental Health (NIMH) Information Resource Technology and Management Branch (IRTMB). Project Requirements: The contractor shall provide a solution to satisfy the following requirements as they relate to conversion of the existing Commvault Simpana Software Licensing Model from a "Line-Item" to "Capacity Level Agreement" model: 1.Provide a software license that will convert the existing license from a basic data back-up license to a capacity license. The capacity license shall allow the client to fully manage their data for back-up and archiving of the data. The solution shall allow the client to use this functionality for up to 101 TB of data. Usage shall be based on survey report from active Comm Cell (CC) which means the "running instance of Commvault Software within the NIH environment." 2.Provide maintenance for conversion of every 1TB (terabyte) of existing ENT backup usage to full CLA Data Protection Enterprise (DPE) bundle features based on SB-C-DPE-1T. Usage shall be based on survey report from active Comm Cell (CC) (which means the "running instance of Commvault software within the NIH environment). The maintenance shall allow users to have access to any software patches or updates for a period of 1 year (after receipt of purchase order award). The maintenance solution shall consider software functionality for at least 101 terabytes (TB) to coincide with the requested Capacity Level Agreement software license. 3.Provide the customer five (5) days of consulting on and core product configuration for MSFT databases and applications, file systems, deduplication and replication. 4.Provide the customer five (5) days of design and architecture services inclusive of Oracle, SAP, DB2, scripting, advanced assessment, and CLI-based 3rd party app integration. The contractor shall make installation changes or adjustments to the clients existing data base and existing applications as needed to ensure the requested software functions as needed to support the Commvault software back-up and archive the new Simpana software (licenses). 5.Perform a total of ten (10) days travel to individually encompass the five (5) days of consulting and five (5) day of design and architecture services at Items B3 and B4 above. 6.Provide the customer forty (40) hours of software training (related to conversion of the existing Commvault Simpana Software Licensing Model from "Line-Item" to "Capacity Level Agreement" model). Anticipated Period of Performance: It is expected that delivery will be approximately one (1) year after receipt of order. Capability statement /information sought: Interested organizations must provide clear and convincing documentation of their capability of providing the item(s) specified in this notice. Interested organizations that believe they possess the ability to provide the required must submit specific documentation of their ability to meet each of the project requirements to the Contract Specialist. Interested organizations must provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The Government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the Sources Sought notice number. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Megan Ault, Contract Specialist, at megan.ault@nih.gov in MS Word format by or before the closing date of this announcement. All responses must be received by the specified due date and time in order to be considered. The response must be received on or before June 30, 2014 by 11:00 AM (EDT). Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate a fixed-price purchase order. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
