- Under this FBO notice, this solicitation is numbered SPE600-14-R-0511. The Defense Logistics Agency (DLA) - Energy - FESBA will be issuing a Request for Proposal (RFP/Solicitation) for outsourcing services to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for capitalized fuel products (Turbine Aviation Fuel, Aviation, JP8 (MIL-DTL-83133F); Retail Gasoline, Automotive (EN 228); Retail Diesel (EN 590) or any additional product designated by the Contracting Officer) at Government-Owned Contractor-Operated (GOCO) fuel facilities in Germany. This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at Grafenwohr, Vilseck, Hohenfels, Illesheim, Katterbach, Garmisch and Barton Barracks in Germany. Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. This procurement will be unrestricted. The period of performance is November 01, 2015 through October 31, 2020. Dates of the pre-proposal conference, in conjunction with the site visits, will be listed in the solicitation. Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the name(s) of the individual(s) who plan to attend. Interested companies responding to the solicitation will be required to: 1. Provide a company profile to include number of employees, annual revenue history for (last 3 years), office location (s), DUNNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the System for Award Management (SAM) and Wide Area Workflow (WAWF) are required for DLA Energy contractors. 2. Provide qualified and experienced personnel, with appropriate clearances, if required. 3. Confirm whether your company has experience performing work in accordance with DFARS Clause 252.222-7002, and the German/European Union labor laws.
