- Wage Rates Map Packet To Complete and Return Complete Solicitation This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. The U.S. Forest Service, Willamette NF, has a requirement to acquire services for the application of lignin sulfonate as a dust control palliative to an aggregate surface road for the entire road width. This includes furnishing labor, equipment, supervision, transportation, supplies, and incidentals required to complete the project. The project area is located in Lane County on the Middle Fork Ranger District of the Willamette National Forest. This solicitation is issued as a request for quotation (RFQ). Submit written quotes on attached RFQ - Number AG-04T0-S-14-0034. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. Note: Additional work details are outlined in the attached RFQ documents. Provision and Clauses: See attached RFQ document The government intends to award a firm-fixed price contract resulting from this solicitation to the responsible Contractor whose quote conforming to the solicitation will be the most advantageous to the Government, price and other non-price factors considered. The following evaluation factors shall be used to evaluate quotes: Past Performance, Experience in Similar Work, and Price. The non-price evaluation factors when combined are approximately equal in importance to price. Estimated Start work date is July 28, 2014. Contract time is 3 calendar days. The acquisition is a 100% Small Business set-aside. The North American Classification Code (NAICS) is 115310. The size standard is 7.0 million. Note: prospective awardee shall be registered and active in the System for Award Management (SAM) data base prior to award. Information on registration may be obtained via the internet at: http://www.sam.gov All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system. Quote Due Date: Quotes shall be received by July 9, 2014 at 4:00 pm local time.
