Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-14-042 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-74. The North American Industry Classification (NAICS) Code is 334519 and the business size standard of 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Infors USA - P.O. Box 1380 - Laurel, MD 20725 a Triple Multitron II Incubated Orbital Shaker with Top cooling to consist of the following: 1.P/N: l10102M: Multitron II TC 25mm, Microbial Special - QUANTITY (1) EA 2.P/N: l10102.1M: Multitron II CC 25mm, Microbial Special - QUANTITY (2) EA 3.P/N: l20011: Multitron Tray - Green Squares - QUANTITY (3) EA Each stacker will have independent heating and cooling. The three stackable shakers are needed to optimize use of space and number of culture flasks that can be put in them. The shakers will be used for small to large-scale culture of bacteria and yeast cells. Being able to constantly culture large volumes of cells is an essential component of the working of the lab. As well as the lab will also need to culture smaller volumes of cells for different experiments. The unit is capable of stacking onto the existing Multitron shaker incubators already in use in the lab which is essential, due to space limitations in the lab. The lab staff has been using these shakers for a number of years and is highly satisfied with their performance and that they required very minimum maintenance. Some of the salient features that the Triple Multitron unit has are: •Large capacity to footprint ratio •42"W x 34" D •Each shaker can hold 8 x 4.0L flasks or 8 x 2.8L Fernbach •Available with integrated CO2 and Humidity options Infors HT is the sole authorized distributer and manufacturer of the Triple Multitron II Incubated Orbital Shaker in the United States. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within seven (7) days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The clauses are available in full text at http://www.acquisition.gov/far. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due within seven (7) calendar days from the publication date of this synopsis or by June 24, 2014 by 10:00am EST. via email to robinsti@mail.nih.gov.
