Description
Department of State (DOS) is soliciting sources and any suppliers for commercial-off-the-shelf (COTS) data analytics software, applications and tools that analyze large complex structured and/or unstructured data from different data sources. These analytical tools shall have the ability to aggregate, analyze and visualize large amounts of data to support DOS' decision making. The vendor shall provide a tool that visually analyzes raw data with the objective of drawing conclusions, identifying trends, or obtaining insight that otherwise would remain unknown. Products offered shall follow industry standards and shall be scalable, flexible, and customizable. Visual analytics software, applications and tools of interest are tools that can be used in all or part of the analytical process including manipulation, querying, reports, visualization, visual analysis, forecasting, text analytics, and predictive analytics. Specifically, the Vendor shall provide analytical software, applications and tools for DOS end-users (Intelligence Analysts, Intelligence Research Specialists, Investigative Assistants, and Special Agents). These self-service tools shall be intuitive, interactive and deliver reporting and analysis functionality. The data analytic software shall perform all functions on a laptop or stand-alone computer as well as a network environment. The tools shall have on-demand capabilities that allow users to: • Access, explore and interact with the organization's data from diverse sources • Perform ad hoc queries and reporting • Conduct complex analysis • Perform Social Network Analysis • Perform Link Analysis • Perform Telephone analysis • In-house training and virtual training for the tools The Government offers this opportunity for industry to respond with their solutions that meet these requirements and will perform a review of the responses addressing the requirements stated in this notice, also extending an opportunity for your firm's solution to be demonstrated live with real data testing on a standalone laptop or computer if your firm's response demonstrates understanding and capability to meet these needs. This category of tools encompasses data exploration with visualization, dashboards, and includes data features to uncover hidden patterns and relationships. These data analytics tools shall have the ability to output data in popular formats and integrate with other commonly used applications. The tools shall allow users to monitor, analyze, and drill to details through the use of interactive and dynamic data visualization, authoring, shared collaboration, and data analysis. Specifically, visual discovery tools shall be available for users to see trends, patterns, and outliers in data. Analytical software, applications and tools shall enable users to conduct exploration and discovery on their own, without relying on experts or IT personnel. These tools shall require no programming, specialized training, or infrastructure redesign. Additional features may include integrated product suites that include query tools, dashboards and reporting software. The Vendors shall be capable of providing products/services for DOS at multiple organizational levels and geographic locations nationwide and/or worldwide. The vendor shall also be capable of handling multiple purchase orders simultaneously. Support: The Vendor shall make technical support services readily available to customers across multiple time zones. The contractor shall provide customers with multiple options when accessing technical support (e-mail, web, fax, 800 phone number, etc.). The contractor shall provide data analytics and related training and consultation services appropriate for each lot. Education and Training: The Vendor may offer data analytics and related training to organizations in support of the contractor's product being provided and in support of the organization's personnel training needs. Consulting Services: The Vendor may provide advice, direction, and assessment in understanding and identifying the organization's unique data analytics requirements and needs. Consultants may be used to recommend methodology or determine the best analytical solution complementary to existing enterprise architecture and infrastructure. If your firm is interested in volunteering information to meet or exceed the requirements stated above, we'd request that your firm submits a response to this notice addressing the following areas: 1) The offeror must demonstrate your firm's solution can meet or exceed the technical requirements referenced above. If your firm can provide the aforementioned commercial services, please respond to this notice with the following additional information: 1. Company name, address, points of contact including phone numbers and e-mail addresses, along with offices locations globally; 2. Company Cage Code and DUNS Number, Business size (large or small business, and if small indicate what types of small business concern (e.g. EDWOSB, Hubzone, 8(a), woman-owned, etc) if applicable; 3. Past Performance information along with brief descriptions of previous projects, points of contact and contract numbers for services you have performed that are similar in corporate or Government settings. 4. Include detailed technical information with relation to our potential need of services described. The Department also welcomes any suggestions or comments with regards to these specifications needed and industry feedback. 5. Include information on awards or press releases from industry or Government on your firm's efforts in financial investigation field, along with feedback or any questions included that your firm may have on this opportunity. All of the items above should be addressed in your firm's response to this notice and any questions can be made to the point of contact listed on this notice. Please address each of the items above to the best of your firm's ability, given time and resources. There will be NO compensation for responses to this sources sought notice. All participation is purely voluntary and shall incur no costs to the Government.
