- In accordance with Federal Acquisition Regulations (FAR) 5.203, the U.S. Army Corps of Engineers, Honolulu District issues the synopsis of work. THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESSES. IT IS A FIRM FIXED PRICE CONSTRUCTION SOLICITATION. THIS IS A DESIGN-BID-BUILD PROJECT. This is a Request for Proposal (RFP) for FY14 OMA Overhead Lines, Aliamanu Military Reservation (AMR), Oahu, Hawaii for a Design-Bid-Build firm fixed price construction solicitation to replace of part of the overhead 12.47kV electrical distribution system with new poles, conductors, guys and anchors. Work will also entail realigning of poles on AMR to improve the electrical system sustainability and serviceability. Work includes replacement of concrete handholes, pole riser conduits and insulated conductors. Relocation of pad mounted switchgear, and provision of new pad mounted switchgear is included. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website. To register in SAM, go to http://www.sam.gov. The North American Industry Classification Code (NAICS) for this requirement is 237130 (Power and Communication Line and Related Structures Construction). The small business size standard for this NAICS code is $33,500,000 average annual revenue. The magnitude of construction is between $1,000,000 and $5,000,000. An organized site visit will be held approximately 10 days after the anticipated July 7, 2014 issuance of the solicitation. The Government intends to award to the offeror whose proposal is determined to be technically acceptable and has the lowest price. Non-price evaluation factors of this lowest priced technically acceptable source selection process will be: (a) experience and (b) past performance. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website in order to receive a Government contract award. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
