Description
NOTICE OF INTENT TO SOLE SOURCE The government has conducted market research and determined that only one available source can provide Expendable Bathythermograph (XBT) and associated recording devices to conduct global oceanographic survey for the National Oceanic and Atmospheric Administration and its line offices such as the Atlantic Oceanographic & Meterological Laboratory. The government intends on soliciting and negotiating a sole source contract with Lockheed Martin Sippican, Inc. out of Marion, MA. This will be issued in accordance with Section 303(c)(1) of the Federal property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 U.S.C. 2304(c)(1), and is implemented by FAR 6.302-1, which authorized other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The potential award shall be for a firm-fixed price indefinite-delivery indefinite-quantity contract with an expected ordering period of up to five years with an ordering capacity of around $5 Million or less. All responsible sources that believe they can provide these items may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by June 27, 2014 by 4:30 Central. The response needs to address the following regarding their product line: (1) Specifications, product literature, or other additional information addressing whether the products offered can met the following requirements: (1A) XBT probes Requirements: * Provides temperature profiles of at least 750 m at ship speeds of 20 knots or more * Provides temperature profiles of at least 1000 m at ship speeds of 20 knots or more * Provides temperature profiles of at least 1800 m at ship speeds of 6 knots or more * Provides temperature profiles with vertical resolution of 70 cm or better * Provides conductivity measurements between 0 and 70 mS/cm, with a resolution of 0.02 mS/cm or better, and accuracy of 0.03 mS/cm. (1B) Recording Equipment Requirements: * Can record temperature profiles using the above mentioned probe types * Can be easily integrated to the operation of automatic probe launchers * Can record temperature profiles with accuracy of 0.2°C, temperature resolution of 0.01°C, at a temperature range of -2 to 35°C for XBT probes. * In addition to XBT probes, can record temperature and salinity profiles from other instruments including Expendable Conductivity/Temperature/Depth (XCTD) and Aircraft Expendable Conductivity/Temperature/Depth (AXCTD) profilers. (2) Organization's name, Address, Phone Number, Email, Point of Contact Information, and place(s) of manufacture. (3) Any relevant experience in providing these types of supplies (e.g. former customers, product lines, years of development). (4) Business Size: Please indicate your company's business size classification for the NAICS code above (e.g. large business, small business, 8(a), HUBZone, Small Disabled Veteran Owned Small Business, Woman Owned Small Business, Disadvantaged Women-Owned Small Business Concerns, Veteran Owned Small Business, etc.). If electronic file attachments are being sent, please limit them to 10M. If multiple emails are being submitted, the subject heading should indicate number of emails being sent and the sequential number (e.g. Email 1 of 2). The Announcement number and title should be listed in the subject header of the email. All documentation shall become the property of the Government.
