- The U.S. Army Signal Network Enterprise Center (NEC) at Joint Base McGuire Dix Lakehurst (JBMDL) requires tower maintenance of seven communications towers, in accordance with ANSI/TIA-222-G standards. Three 40' towers located at the Contingency Operation Location (COL), Buildings 96167, 96168 and 96169 off Route 70 and Pinehurst Rd; one 100' tower located at 59C/Building 9456, one 100' tower located at Building 9013/Range Control Headquarters, one 100' tower located at Saw Mill/Building 5151, and one 125' tower located at old Pager Site/Building 3581. The maintenance and repairs include the following: CONTINGENCY OPERATIONS LOCATION (COL) BUILDINGS 96167, 96168, 96169 TOWERS: 1. Base attachment points are collecting water and rusting. Water needs to be removed, filled with sand, sealed properly, and painted with heavy galvanizing compound to preserve hardware. 2. Ground wire connection clamps are insufficient and need to be replaced. 3. Remove and treat any rust that has accumulated on tower or at the base of tower and paint with heavy galvanizing compound to preserve hardware. 4. Replace any obstruction light lamps that are not functioning. Replacement light lamps must be incandescent for aviation purposes. 5. Remove Safety -climb cables, they are not within OSHA specifications and standards that pose a safety hazard. 6. Replace antenna cables nylon ties with industrial standard electrical tape to secure cables properly. 7. Replace any bent members on towers. One member is bent near the base on building 96168 tower. 8. Replace any missing bolts, and upgrade all tower bolts with stainless steel bolts. 9. Furnish copies of all maintenance reports, and photos of existing towers to include photos of the above repairs that were completed for each tower with a description of each repair indicated in the photo. SAWMILL BUILDING 5151 TOWER: 1. Diagonal member at 45 ft. is bent and rusting needs to be replaced. 2. Foundation bolts are rusting and need to be painted with heavy galvanizing paint to preserve hardware. 3. All Dish hardware needs to be painted with heavy galvanizing paint to preserve hardware. 4. Replace obstruction light lamps with incandescent bulbs for aviation purposes. 5. Furnish copies of all maintenance reports, and photos of existing tower to include photos of the above repairs that were completed for this tower with a description of each repair indicated in the photo. RANGE 59 CHARLIE BUILDING 9456 TOWER: 1. Foundation bolts are rusting and need to be painted with heavy galvanizing paint to preserve hardware. 2. Dish hardware needs to be painted with heavy galvanizing paint to preserve hardware. 3. Replace obstruction light lamps with incandescent bulbs for aviation purposes. 4. Furnish copies of all maintenance reports, and photos of existing towers to include photos of the above repairs that were completed for this tower with a description of each repair indicated in the photo. RANGE CONTROL HEADQUARTERS BUILDING 9013 TOWER: 1. Base attachment points are collecting water and rusting. Water needs to be removed, filled with sand, sealed properly, and painted with heavy galvanizing compound to preserve hardware. 2. Replace obstruction light lamps with incandescent bulbs for aviation purposes. 3. Ground wire connection clamps are insufficient and need to be replaced. 4. Furnish copies of all maintenance reports, and photos of existing towers to include photos of the above repairs that were completed for this tower with a description of each repair indicated in the photo. PAGER SITE BUILDING 3581 TOWER: 1. Foundation bolts are rusting and need to be painted with heavy galvanizing paint to preserve hardware. 2. Replace obstruction light lamps with incandescent bulbs for aviation purposes. 3. Furnish copies of all maintenance reports, and photos of existing towers to include photos of the above repairs that were completed for this tower with a description of each repair indicated in the photo.
