- Federal Business Opportunities Information Date: 2014 June 18 SOLICITATION NO. W9128F-14-B-0021 On or about 02 July 2014, this office will issue Invitations for Bid for construction of the Conduit Repair, Cottonwood Springs Dam, Hot Springs, SD. The solicitation will close on or about 01 August 2014. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A site visit date/time will be issued with the solicitation package. _______________________________________________________________________________ Project Description: (Approx. quantities) The project consists of repairing joint damage to the existing outlet works conduit at Cottonwood Springs Dam. The cast-in-place reinforce concrete conduit has a 48-inch inside diameter and is 571.5 feet in length with 29 monoliths. Since the first periodic inspection, settlement and joint cracking of the conduit along the maximum fill section (monoliths 11 through 14) of the dam and above the impervious fill core trench has been reported. This cracking can be attributed to differential settlement of approximately 0.5 feet occurring primarily during the initial construction and the five to seven years following. An additional 0.1 feet (0.7 feet total) of settlement has occurred to date. Repairs shall consist of placing grout to eliminate offset and open joints in the conduit and then inverting a jointless cured-in-place pipe (CIPP) liner through the length of the conduit. The estimated construction cost of this project is between$250,000 and $500,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 180 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
