- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Data Buoy Center (NDBC), has a requirement to purchase 25 each ATLAS buoy towers and 25 each ATLAS buoy bridles in support of NDBC's Tropical Atmosphere Ocean Array (TAO) buoy array in the Pacific Ocean. The Request for Quote (RFQ) is attached to this notice under solicitation number EA-133W-14-RQ-0448. All proposals are due not later than June 19, 2014 (4:00 PM - Central Time). The offerors shall submit their questions 3 calendar days after the issuance of the RFQ. Telephonic requests for the solicitation will not be honored. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other non-price evaluation factors as identified in the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be based on the lowest price technically acceptable submission. To be technically acceptable the submission shall meet all SOW requirements and past performance shall be Satisfactory or above. The Government intends to award a Lowest Price Technically Acceptable (LPTA), firm fixed-price contract on an all or none basis. The following factors listed in descending order of importance shall be used to evaluate offers: i. Technical Capability 1. Deliver all acceptable items in accordance with technical drawings within 45 calendar days after receipt of order 2. Past Performance; ii. Price This acquisition is being issued and will be awarded as a firm-fixed price contract under simplified acquisition procedures. This is a 100% Set-Aside for Small Businesses. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the System for Award Management (SAM): www.sam.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The North American Industry Classification Code System (NAICS) code for this procurement is 332999 and the small business size standard is 750 employees. Also, this does not change the partial delivery schedule. 15 sets of Bridles and 15 sets of Towers are to be delivered to Stennis Space Center, MS by August 1, 2014 and the remaining 10 sets of Bridles and 10 sets of Towers are required to be delivered to Stennis Space Center, MS not later than September 1, 2014.
