Interested parties are encouraged to register through FBO using the "Add Me to the Interested Vendors" link on the Federal Business Opportunities (FBO) website. NOTE: GSA PBS Region 10 will NOT be maintaining a manual list of interested vendors. This procurement will be advertised under North American Industrial Classification System (NAICS) code 236220 - Addition, Alteration & Renovation General Contractors. The small business size standard for NAICS code 236220 is $33.5M in average annual receipts over the past three (3) years. General Information: The Fairbanks Federal Building located at 101 12th Avenue, Fairbanks, AK is a 3-story building in downtown Fairbanks, constructed in 1977 and contains 101,000 rentable square feet (rsf). The office building is built with a steel and glass exterior and has three stories above-grade and a basement below grade. It currently houses approximately 168 employees and has 88 outdoor parking spaces and 147 indoor parking spaces. The tenants of the building consist of the Social Security Administration and IRS on the first floor, the Department of Fish and Wildlife on the second floor, and a Federal Courthouse and US Senator on the third floor. Scope Summary: The design-build scope of work includes all labor and materials required to provide design, engineering, construction, commissioning and other related services necessary to upgrade the heating, ventilation, and air conditioning (HVAC/R) system. The existing air system is not suitable for retrofit; therefore, it must be replaced with a new, energy-efficient. The mechanical systems in the building have had minimal upgrades through the years, with many portions original to the building. Heat pumps installed throughout the system require significant, repeated maintenance (nearly 1/3 of the installed heat pumps are out of service), and many original or retrofit control sequences are unknown, inoperable, or no longer valid. Several possible options will be presented when the RFP is released which are the result of a project development study performed by GSA prior to the release of this RFP. Options are provided for information purposes only. Design Build contractor will be fully responsible for all design, construction and energy savings efforts related to the project. After construction is declared substantially complete, currently estimated at 400 calendar days, a one (1) year Measurement & Verification (M&V) period will commence, in which the design builder provides monthly reports and confirming analysis that the energy savings proposed are being met. 5% of the construction budget will be set aside to assure energy targets and correct system operation is achieved. As savings and operations are confirmed via the monthly reporting, increments of the retainage will be released. At the end of the 1 year period, after all energy targets are confirmed being met and correct operations are validated, all remaining M&V funds will be released. Project Description & Approach: The General Services Administration (GSA) intends to award a firm fixed-price, Design-Build contract for the Fairbanks Federal Bldg & USCH HVAC/R Modernization, located in Fairbanks, AK pursuant to Federal Acquisition Regulation (FAR) Best Value Design-Build Selection Procedures (FAR Subpart 15.3). GSA envisions a highly collaborative design build delivery approach for this project where the DB contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of both the team members and GSA's requirements to deliver an economical and operationally efficient high performing green building. As required by law, the facility must meet federal energy goals. The project is also to include conformance to the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards. The DB team will be selected through a best value / tradeoff selection process. During the development period from initial concept to final design the DB team will work in close consultation with GSA, the stakeholders and the CMa to ensure that all of the goals are addressed and that best value practices are utilized. GSA will be contracting separately for Construction Management Assistant (CMa) services. The CMa will be involved in the design process to provide construction expertise, estimating and cost information, and functionality and constructability reviews. There will be an informal partnering process throughout the design and construction phases to promote successful project development and execution including an enhanced project kick-off meeting. The CMa will also perform Commissioning Agent (CxA) services. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to being accepted by GSA. Unique Situations/Risks: The facility location, coupled with the need for continuous operation during construction, present unique challenges for the design/build teams on the project. Facility will remain fully occupied and operations during the entire project. No adverse impact on tenant mission will be acceptable. Occupied Facility Construction: The replacement of the mechanical systems at the Fairbanks Federal Building & USCH must occur within an occupied, fully functional facility. These functions include typical office work, but also include services for the general public and a courthouse. This presents several challenges that will have to be addressed by the designer and/or design/build team. • While there is sufficient space above the grid ceiling, the ceiling will likely need near complete removal for demolition (if required) and/or installation of any new piping, ductwork, etc. • All work in public spaces will need to be completed during unoccupied periods. Setup, construction, and clean-up will need to occur on a daily basis. • Work must be performed in such a way that space conditioning is maintained throughout the process. Any work in winter will need to avoid disruption of space heating; any work in summer will need to avoid disruption of space cooling. Temporary / contingency HVAC/R systems may be required. This will be the responsibility of the Design Builder. • Any work in the central plant must be completed without disruption of the heat pump and hot water loops. Space layout design and properly staged implementation will be critical elements to a successful project. Arctic Climate: Weather conditions in Fairbanks will present a challenge to the design team. These challenges are due to Fairbanks' subarctic, continental climate, which experiences large variations in temperature from winter to summer. Much of this is related to the fact that the sun is up from between 18 to 21 hours per day during June and July, while only up 3 to 6 hours per day in December and January. Daily average summer maximum temperatures reach the lower 70's, with temperatures of 80° F or higher approximately 10 days each summer. Daily average winter temperatures fall below 0°F more than three months of the year. Low temperatures of -40°F degrees or colder occur every year. Daily temperature ranges in winter average approximately 15°F, increasing to 90°F in summer months. Project Magnitude : The magnitude of construction is between $8M - $11M. Competition: This procurement will be open to large and small business firms. Any qualified responsible firm, including small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business are encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses, or as a subcontractor Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d), FAR subpart 19.702 and FAR subpart 19.12. Any firm proposing as a joint venture will be required to provide additional documentation regarding its joint venture agreement during the solicitation phase. An Offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, will be required to submit a Subcontracting Plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. Procurement Strategy: The Design Build contractor will be selected using the Best Value Source Selection process pursuant to the Federal Acquisition Regulation (FAR) Part 36, Source Selection Procedures, FAR subpart 15.3 following issuance of a formal Request for Proposals (RFP) on www.fbo.gov. For this contract award process, GSA will issue one Solicitation. The Government will identify the evaluation factors developed in accordance with FAR 15.304 that will serve as the basis for the determination of the Offer which provides the best value to the Government. Interested Offerors will be required to submit their responses (including both technical and price proposals) to the RFP by the due date established in the RFP. The Government will evaluate all responses to the RFP in accordance with the criteria in the RFP. The Government intends to award without discussions. Contract Award: GSA PBS R10 contemplates awarding a Firm Fixed Price (FFP) type contract as a result of this solicitation.
