RFI - HUBZone Sources Sought Synopsis: THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AS AN OBLIGATION ON THE PART OF THE GOVERNMENT. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. THIS ANNOUNCEMENT MAY OR MAY NOT TRANSLATE INTO AN ACTUAL PROCUREMENT(S) IN FUTURE YEARS. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. Background: GSA FEDSIM is part of the Office of Assisted Acquisition Services (AAS) within the Federal Acquisition Service (FAS) of the U.S. General Services Administration (GSA). AAS provides Government clients acquisition, project management and financial management support. FEDSIM provides acquisition and project management services on a fee for service basis. The FEDSIM mission is to provide clients with highly specialized acquisition, project management, and consulting services support in order to help them achieve success on large, complex projects. FEDSIM helps government clients achieve success through planning and post-award engagement and by providing total solutions that deliver value and innovation to their clients’ missions worldwide. FEDSIM is a non-appropriated organization that provides cost-reimbursable, full life cycle acquisition and project management services that encompass a wide range of support for planning, developing, acquiring, implementing, maintaining, and managing Information Technology (IT) and Professional Services GSA FEDSIM’s organizational resources are overwhelmingly supported by Federal Employees, particularly in the acquisition support. FEDSIM’s technical environment is managed by the GSA Office of the Chief Information Officer, under the AAS Business Systems contract with Techflow. FEDSIM also has financial management support under contract with E3 Federal. Both support contracts are fully utilized and anticipated to continue through 2016. Requested information: 1) FEDSIM is seeking to expand service offerings over the next year. Contractor support is being contemplated for the following task areas: a) Task 1 - Acquisition & Information Technology Program Management. GSA FEDSIM seeks a certified project manager (e.g., PMP and/or FAC-PPM) to manage cost, schedule, management, and reporting for a consolidated acquisition and IT tasks. b) Task 2 - Database, Application Development & Web Services. GSA FEDSIM has an approved, hosted environment in the AASBS contract. All acquisition activity, interaction with customers, and vendors, occurs in this environment. Several new FEDSIM projects contain requirements for hosting new databases that are maintained by a vendor, updated frequently, and displayed either in the AASBS environment, or generally displayable in a browser. The database will be updated by dozens of vendors and contain tens of thousands of items. Some databases will require a user interface allowing registered users to have a customized filter, search, and extract support for the database and be able to a portable data format such as XML, or as a spreadsheet. c) Task 3 - Operations & Maintenance. Once operational, the application and web presence will require ongoing maintenance, enhancements to meet current and future needs. 2) Interested prospective offerors are requested to provide the following information. a) * A corporate capability statement, identifying whether it is capable of providing these services. (2 pages maximum) * A summary of your corporate experience, and whether you have provided similar services in the past. (3 pages maximum) c) Completion of the below Small Business Questionnaire, identifying all socio-economic categories, and identifying available contract vehicles held by the contractor. When to Submit : This information is requested to be provided by email by 11:00 AM, Wednesday, June 25, 2014. Notices Regarding Solicitation: THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS RFI. This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors providing support to the <program> will have access to the submitted material. These contractors have executed non-disclosure agreements. Submission of material requested in this RFI shall constitute consent to allow access to the material/information by any relevant third party support contractor supporting the <program>. Submitted material/information will be safeguarded in accordance with the applicable Government regulations.
