Description
Container Specifications Performance Work Statement Repair Parts This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is M67004-14-Q-9051 and is issued as a Request For Quotes (RFQ) unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-74. The associated North American Industrial Classification System (NAICS) code for this procurement is 332439. This is an unrestricted procurement and only qualified firms engaged in the fabrication of containers may submit a quote. This acquisition is for awarding a contract to fabricate and deliver 4 sets of Lighterage Repair Facility (LRF) containers (not real property) for the Improved Navy Lighterage System (INLS) units for Blount Island Command (BIC). The containers must be CSC certified and will require electrical power generation to support personnel during contingency operations. The contractor shall perform delivery of the containers to Blount Island Command, Jacksonville, FL within 180 days after receipt of order. The fabrication of the containers is to be executed in accordance with the attached drawings and specifications. The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 30 Calendar Days of receiving final delivery on the 4 sets delivered under CLIN 0001. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties agree otherwise. PRICE QUOTE: There are two Contract Line Items (CLINs) for offerors to provide a price quote. One is for the purchase of 4 fabricated containers and the other one is an Option Item for the Government to be able to purchase an additional three (3) more fabricated containers of the same design and specifications contained herein. All unit prices must be inclusive of FOB Destination (Blount Island Command, Jacksonville, Florida 32226). All price quotes are to be submitted on the attached Request For Quote document herein. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the firm to produce containers according to the specifications and to meet the Government requirement; (ii) price; and (iii) past performance of fabricating similar items. Technical and past performance, when combined, are approximately to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Telephonic inquiries will not be accepted. The date and time established for receipt of all questions is by noon (Eastern U.S.A. Time) on 26 June 2014. No extensions or consideration shall be given for inquiries or questions received after 26 June 2014.
