Description
This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.704. The National Institute of Standards and Technology (NIST), Gaithersburg Radiation Safety Division (GRSD) is responsible for radiation protection and regulatory compliance matters for NIST's radioactive materials license at the NIST Gaithersburg, MD campus. As part of managing the radiation safety program, GRSD is obligated to manage the disposition of radioactive materials no longer serving scientific purposes at NIST, hereafter referred to as "unwanted/disused sources." Various external audits have identified the accumulation and age of unwanted/disused sources as a potential hazard. NIST has identified approximately 250 radioactive sources including byproduct materials, special nuclear materials, and source materials (sealed and unsealed form) at the Gaithersburg campus that are no longer useful or wanted. Due to their age and, in some cases, high level of radioactivity (e.g., kilocurie amounts or high internal dose equivalent activity), these sources present a potential safety hazard if long term storage continues. External auditors as well as the regulatory agencies that govern radioactive materials have recommended disposal. Given the complexity associated with the disposal of large and/or old radioactive sources, as well as the rigorous regulatory requirements for packaging and shipping for such materials, NIST requires a Contractor with the expertise and the applicable NRC-permits or licenses to perform the packaging, transportation, and disposal of the unwanted/disused radioactive sources. A firm fixed-price contract is anticipated. Delivery terms shall be FOB DESTINATION. The period of performance shall be stated in the request for quotation. The NAICS code for this requirement is 562211 with a small business size standard of $35.5M dollars. This requirement is 100% set-aside for Small Business. The competitive Request for Quotation (RFQ) amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-14-RQ-0247. Potential quoters are responsible for obtaining the solicitation from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for amendments or other information related to the solicitation. The Government will not maintain a mailing list. A SITE VISIT will be conducted for this requirement. Details on the site visit will be included in the RFQ. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, point of contact, email address and phone number. Quoters must actively registered in the System Award Management (SAM) website at www.SAM.gov, in order to be eligible to receive an award. NIST anticipates posting the solicitation approximately ten (10) days after the date of publication of this notice.
