- Attachment B - Applicable Clauses Attachment A - Statement of Objectives This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number HR0011-14-T-0001 is a Request for Quote (RFQ) issued by the Defense Advance Research Projects Agency (DARPA). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. The associated North American Industry Classification Code (NAICS) is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 500 employees. This is a total small business set-aside. The Government anticipates award of one firm fixed price (FFP) purchase order, if any, to the responsible offeror whose offer, conforming to the combined synopsis/solicitation, is determined to be most advantageous to the Government, price and other factors considered. The determination of which offer is most advantageous will be made utilizing the following evaluation factors in descending order of importance: extent of compliance with government technical requirements; the usability, relevance, uniqueness, quality, and accessibility of the sample report; past performance; and price.The Government intends to evaluate offers and award a purchase order without conducting discussions with offerors. Therefore, offers submitted in response to the solicitation shall conform to all the requirements of this solicitation. However, at its discretion, the Government reserves the right to conduct discussions. The deadline for submission of questions is June 25, 2014 12:00 PM EST. All questions shall be submitted in writing to Mr. Jimmy Hupalar, Contracting Officer via email at Jimmy.Hupalar@darpa.mil. Questions received after the deadline will not be answered. Questions directed to other sources will not be addressed. STATEMENT OF OBJECTIVES: The Defense Advanced Research Projects Agency (DARPA), Mission Services Office (MSO), Research Support Center has a requirement for news monitoring and reporting services to equip DARPA personnel with the necessary tools needed to keep the Agency well-informed of breaking and ongoing news/activities as they relate to continuing or future Agency research programs. The service shall include daily curated coverage of international news provided electronically as described in the Statement of Objectives (SOO) (See Attachment A). PERIOD OF PERFORMANCE: The period of performance is a twelve (12) month base period with four (4) twelve (12) month options. SCHEDULE: Offerors shall provide a FFP quote to complete all of the tasks as described in the SOO. SUBMISSION OF QUOTE: To be considered for award, offerors shall submit quotes electronically to Jimmy.Hupalar@darpa.mil no later than the quote due date. Quotes shall be submitted in accordance with FAR 52.212-1 - "Instructions to Offerors - Commercial Items (Apr 2014), and Attachments A and B. Send offers via email to jimmy.hupalar@darpa.mil. The files shall be created in any Microsoft Office product and provided in PDF format. Responses are due no later than 12:00 PM EST, July 2, 2014.
