- The United States Coast Guard (USCG) intends to issue one (1) order against Basic Ordering Agreement SPRPA1-11-G-001Y with Sikorsky Aircraft Corporation, Stratford, CT as a sole source requirement for the following flight critical, non-commercial components for the MH-60T Aircraft: Main Rotor Blades (75 each), NSN 1615-01-158-9679, P/N 70150-29100-041, Swashplates (5 each), NSN 1615-01-221-2615, P/N 70104-08000-048 Hub Assemblies (12 each), NSN 1615-01-441-0836, P/N 70103-28012-043 Fold Hinges (4 each), NSN 1615-01-159-4667, P/N 70108-28103-041 Fold Hinges (3 each), NSN 1615-01-159-4676, P/N 70108-28103-042 Fold Hinges (8 each), NSN 1615-01-159-4688, P/N 70108-28103-044 Spindles (32 each), NSN 1615-01-238-2742, P/N 70102-28100-045 Spindles (30 each), NSN 1615-01-238-2444, P/N 70102-28100-046 Spindles (25 each), NSN 1615-01-238-2446, P/N 70102-28100-047 Spindles (30 each), NSN 1615-01-238-2448, P/N 70102-28100-048 All items shall be delivered to USCG, Aviation Logistics Center (ALC), 1664 Weeksville Rd., Receiving Section, Bldg 63, Elizabeth City, NC 27909-5001. Inspection and acceptance shall be performed by a Defense Contract Management Agency (DCMA) representative at the contractor's facility. In addition, Inspection and Acceptance may be performed at destination by ALC's Quality Assurance representative in accordance with ALCINST 4855.4 Policy and Quality Assurance Procedures for the Receipt Inspection of New, Repaired, and Overhauled Items from Vendors. The basis for award of a contract rests with the submission of proof that the offeror is a Naval Supply Weapon Systems Support (NAVSUP WSS) and/or a U.S. Coast Guard Aviation Engineering approved source of supply; evidence of continued access to current OEM proprietary data and the determination of fair and reasonable pricing. The applicable North American Industry Classification Standard Code is 336413 and applicable size standard is 1000 employees. Offerors other than the OEM must be a NAVSUP WSS and/or a U.S. Coast Guard Aviation Engineering approved source of supply for these components and must provide proof of such with submission of a proposal. Public Law 108-136, Section 802 of the Defense Appropriations Act of 2004 and Naval Air Systems Command Instruction (NAVAIRINST) 4200.25D specify that Naval Air Systems Command (NAVAIR) has the sole responsibility for source approval for Critical Safety Items (CSI). As these items have been determined to be CSI, NAVAIR, through the Naval Supply Weapon Systems Support (NAVSUP WSS) is the only source approval authority for these items. In addition to the required certification offerors, other than the OEM must submit evidence of their current and continued access to the latest versions of required proprietary manufacturing data. The Coast Guard does not own nor can it provide the manufacturing data and specifications necessary to foster competition. Solicitation number HSCG38-14-R-J00010 is assigned for tracking purposes and subsequent notices for this requirement will be issued under the same number.
