F - Special Notice - Request for Information (RFI) - Management and Operation of the Kansas City Plant (KCP) Solicitation Number: Notice Type: DE-NA0000622-00001 Special Notice Synopsis: PURPOSE OF THIS REQUEST FOR INFORMATION (RFI) This notice constitutes a Request for Information (RFI) as contemplated by FAR 10.002(b)(2)(iii). INTRODUCTION: NNSA is seeking information from industry to assist it with market research consistent with FAR 10.002(b)(2)(iii) for the management and operation of the Kansas City Plant (KCP). The KCP is presently operated under contract DE-NA0000622, which will expire September 30, 2015. NNSA is considering whether to conduct a competitive acquisition for a follow-on contract and industry input is of significant interest to NNSA as the acquisition strategy is developed. A follow-on contract of up to ten years and three months (three-month transition with five-year basic, plus option(s) for up to five additional years) is contemplated. The applicable North American Industry Classification System (NAICS) code for this acquisition is 561210. SPECIFIC AREAS OF INTEREST: NNSA is seeking input from interested companies concerning their capability to meet this requirement and the likelihood that they would submit an offer in response to a solicitation for a follow-on contract to manage and operate the KCP. NNSA also requests industry input on any physical, financial, legal, or technological barriers to competition or other risks to your company that NNSA should consider in planning for a possible competition. Additionally, interested parties are invited to provide suggestions for improvement to the current contract and to the solicitation process. Specifically NNSA is interested in: a. Suggestions for proposal preparation instructions and evaluation criteria that would streamline the solicitation and "(1) Represent the key areas of importance and emphasis to be considered in the source selection decision; and (2) Support meaningful comparison and discrimination between and among competing proposals" (FAR 15.304(b)(1) and (2)); and b. Recommendations for meaningful cost estimating information that should be included in proposals and used in evaluating cost to the Government, given the nature and funding processes for management and operating contracts in DOE/NNSA. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: obtaining information to assist the National Nuclear Security Administration in developing a contracting strategy for management and operation of the Kansas City Plant. (End of Clause) 2. All proprietary material in the submission package shall be clearly identified and will be treated in the strictest confidence. 3. This RFI is issued solely for information and planning purposes and does not constitute a request for proposal. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI and responses to this RFI will not be returned. 4. This is a RFI and not a Request for Proposal (RFP). Therefore the Government makes no guarantees that a RFP for your capability will be issued at a later date. 5. Written responses to this RFI addressing the items above (new and innovative approaches, experience, current capabilities) are limited to 20 pages and should be submitted to Steve Sandager, Contracting Officer, via e-mail at stephen.sandager@nnsa.doe.gov no later than 5:00 p.m. MDT, July 8, 2014.
