Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 423450 in the North American Industry Classification System (NAICS), and the size standard for such requirements is 100 employees. Background: In our clinical program we need to be able to monitor physiological arousal and attention, which can be measured with pupillometry and eyetracking. This will allow the investigator to know the exact physiological recording corresponding to each particular stimulus or other input. The National Cancer Institute (NCI), Center for Cancer Research (CCR), is anticipating awarding a fixed-price non-competitive purchase order to SR Research Ltd. of Ontario, Canada for the purchase of an EyeLink 1000 Plus System as this equipment is the only one found that can be used both remotely and via desktop mounted head stabilization while still meeting the speed and accuracy requirements. Contractor Requirements: The contractor will provide the EyeLink 1000 Plus system which meets the following specifications: • EyeLink 1000 Plus Core unit, High Speed Camera, Host PC/Monitor, cabling, 24 month warranty, perpetual technical support-Regional PC power cord: North American. • EyeLink 1000 -Desktop Mount with 35mm lens and 890 nm Illuminator. • SR Research Head Support, to be used as Chin and/or forehead Rest. • EyeLink 1000 Plus - Remote Mode Camera Upgrade • SR Research Experiment Builder and Data Viewer Software Bundle with Single USB License Key. • Ultra Performance Display PC supplied without Monitor (running windows 7 professional 64-bit), Version 4. Regional PC power cord: North American. • Beng 24-inch LED 144 Hz Monitor. • EyeLink Installation and Training (including travel expense) • Shipping, Handling, and Insurance. Delivery of this purchase is expected 8 weeks or 60 days after award. To be deemed capable of satisfying these requirements, offerors must submit a written capability statement that demonstrates it has an eye tracking system capable of meeting the following specifications: • Noninvasive physiological (eye-tracking and pupillometry) monitoring system • have high-speed eye tracking systems • completely non-invasive, and is not head-mounted • Ability to record both remotely (increased patient comfort, ease of movement- +/- 30 mm horizontally or vertically) and with head stabilization (fine grained precision) without compromising data quality. • Contains two distinct eye trackers operating with the same hardware • Includes a full-featured experiment delivery system that can synchronize stimulus delivery and eye-gaze, visualize data with eye position data overlaid on visual stimuli, and format data easily for statistical analysis. The system can send and receive TTL pulses to synchronize with other experimental apparati (e.g. pain stimuli or visual stimuli from other software packages. This will allow the researcher to synchronize data presentation with eye gaze and analyze data as a function of the stimulus being presented. • accuracy is 0.25-0.5 degrees average error • Ability to synchronize stimulus delivery and eye-gaze, visualize data with eye position data overlaid on visual stimuli, and format data easily for statistical analysis. The system can send and receive TTL pulses to synchronize with other experimental apparati (e.g. pain stimuli or visual stimuli from other software packages). • Sampling rates at 2000 Hz monocular and 1000 Hz Binocular. • System should include the necessary hardware, cables, and stimulus delivery systems for each function. Respondents must include DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the applicable NAICS code. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation(s). Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
