Description
VA786-14-Q-0215 Pre Solicitation Notice for Repair Concrete Slab Services For Santa Fe National Cemetery, Santa Fe, NM RFP VA786-14-Q-0215 - The Contractor Shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to repair the concrete floor slab in the maintenance shop at Santa Fe National Cemetery, as described herein. 1. Contractor shall propose an acceptable product or products and their detailed methods/work plan to remediate the extensive cracking in the concrete floor slab located in the maintenance shop. In addition, a highly wear resistant concrete surface sealer/coating is also to be applied after the cracks have been repaired. The work scope shall include preparing the site and concrete slab to perform the crack repairs, performing the crack repairs, preparing the concrete slab for the application of the sealer/coating, and applying the sealer/coating. 2. The Contractor must demonstrate, using persons directly employed by the Contractor, experience with the repair of concrete cracks using the proposed products/materials and experience and with the application of concrete slab/floor sealers/coatings using the proposed products/materials of at least five (5) projects similar in size and scope. 3. Acceptable materials for making the repairs and for the sealer/coating are: a. Epoxy b. Modified Epoxies (Epoxy Urethane, etc.) c. Methyl Methacrylates (MMA) d. High Molecular Weight Methyl Methacrylates (HMWM) 4. Current site conditions: The original concrete slab for the maintenance shop has a concrete topping slab installed over the top of it and across the entire floor area of the maintenance shop. The new topping slab ranges in thickness from 3" at the rear of the building to 2" at the front of the building (doorways), with the slope towards the front of the building. Some areas of the topping slab are up to 4-1/2" thick where the original concrete slab had been sloped for interior drains. 5. The current floor area of the slab has several permanent or fixed obstructions such as stairs, a metal storage enclosure, a vehicle lift and other fixed equipment. The Contractor is expected work around these obstructions to the best of their ability to repair/ seal/coat the maximum area of the maintenance shop floor slab as possible. 6. Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. 7. Haul away & dump debris and waste to an approved disposal site. 8. Temporary protection against damage for portions of existing equipment, structures, facilities, and grounds where work is to be done, materials handled and equipment moved and/or relocated. 9. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor. 10. Upon completion of contract, deliver work complete and undamaged. Existing materials, equipment, fixtures, or structures disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work. 11. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are not scheduled for discontinuance or abandonment. The contractor will have 30 to complete the project after receipt of the notice to proceed. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238110 is applicable. Please reference Solicitation Number RFP VA786-14-Q-0215 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about June 26, 2014. Responses to the solicitation are due by 2:00 p.m., July 17, 2014. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps.
