- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to negotiate on a sole source basis with Southern Research Institute (SoRI), 2000 9th Avenue S, Birmingham, Alabama 35205-2708 for the continued support in thermo-mechanical and ground testing of reentry materials, and fabrication of flight hardware for the Submarine Launched Ballistic Missile (SLBM) reentry systems work for the NSWCDD's Reentry Systems Office, K08. This effort is intended to provide fabrication testing of replacement or alternate materials for advanced reentry applications for the US and the UK. This is a follow-on to NSWCDD Contract N00178-11-C-3011. SoRI has proprietary facilities, test methods and test specimens that accommodate both the unusual architectural aspects of reentry materials and has the capability to thermo-mechanically characterize advanced reentry materials to temperatures of 5500 degrees Fahrenheit and to aero-thermally test materials/subcomponents in the high heat flux environments that characterize ballistic reentry. Under this requirement, new test results must be compared with previous test results. New tests of materials must be performed in a like manner, using the same unique facilities, equipment, and technical expertise as was used in the previous tests. Due to the complexity of the tests and the need for consistency between tests, it is essential that SoRI perform the work. A cost reimbursement contract will be awarded. The contract will include a one year base period and two one year option periods. The solicitation number is N00178-14-R-1008. It is anticipated that the solicitation will be issued on or about 22 September 2014. Award is anticipated for 29 May 2015.
