- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION.The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Agilent Technologies, Wilmington, DE 19808, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or service will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This procurement is for service agreement renewal for the following: 1) UI600-S010920-Mark2 Cryo Cooling System. The period of service for this service agreement renewal is July 31, 2014-July 30, 2015. The Agilent Inova 600 high field NMR system utilizies a cryogenic probe (Cold Probe) in order to enhance the sensitivity of NMR experiments. This equipment serves a critical role for the NIEHS NMR group for structural analysis of proteins and other large biomolecules. As a result of the field-dependent behavior of some NMR relaxation mechanisms, the Inova 600 becomes the primary instrument for many of the studies that are performed by the NMR. Failure to maintain the Cold Probe in optimal operating order will eventually lead to a complete failure of the system, requiring more expensive repairs and/or replacement of expensive components of the probe and cryogenic system. Agilent Technologies, the manufacturer, is the only known source for repair and maintenance of this equipment. Agilent Technologies has the complete schematic diagrams, can supply factory authorized replacement parts and provide the proprietary software necessary for proper instrument operation. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposal; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is note advantageous to the Government, an order will be placed Agilent Technologies. The NAICS Code /Size is 811219/19.0. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part, 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
