- This notice replaces Solicitation CLR-0002-04-02-2014 for the Bus Duct Replacement at the George H. Fallon Federal Building in Baltimore, MD. The attached solicitation package, specifications and drawings represent the entirety of available solicitation documents. The bid due date has been extended to July 22, 2014 due to this revision. Synopsis: The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, intends to solicit proposals for construction services on five (5) electrical bus ducts at the George H. Fallon Federal Building located in Baltimore, MD. Performance Location: Baltimore, MD. General Description of Scope of Services: This contract is to provide electrical construction services. The NAICS code for this procurement is 238210 (Electrical Contractors and other Wiring Installation Contractors). The General Services Administration (GSA) will be soliciting proposals from small businesses for construction services including the demolition, removal and replacement of five (5) bus ducts (2W, 8W, 2E, 5E and 8E) that serve as the main source of electrical distribution within the George H. Fallon Federal Building located in Baltimore, MD. The bus ducts are original to the building which was constructed in 1967. A 2009 study and 2010 electrical insulation resistance testing called for replacement of six of the bus ducts (5W, 8W, 2W, 8E, 2E and 5E). Bus duct 5W was replaced in 2011. This procurement intends to replace the remaining 5 bus ducts. Requirements will include work on new electrical bus ducts, fire proofing, miscellaneous framing and supports, and removal of the existing bus ducts. This will be a firm fixed price contract. Per FAR 36.204, the magnitude of construction is between $1,000,000.00 and $5,000.000. Offerors will be required to provide a letter from their bonding company with their proposal submission demonstrating their bonding capacity for this project. The period of performance for this project is 944 calendar days from date of award. The contract will be acquired using Source Selection procedures as identified in FAR 15.3 with a firm fixed price award to the offerors who provide the best value to the Government. This procurement is set aside for competition among small businesses. Small businesses and all categories of small businesses (women-owned, service-disabled veteran-owned, HubZone etc) are encouraged to participate. The small business size-standard for this NAICS Code is $14,000,000.00. Offerors will be evaluated based on technical merit and price proposals. For this procurement, the combined technical evaluation factors are approximately equal to price. The trade-off process under the best value approach will be used. The technical evaluation factors are, in descending order of importance: 1. Management Plan, 2. Past Performance, and 3. Prior Experience. The Government intends to award one contract to the firm offering the best value to the Government in October, 2014. The Government intends to make award without discussion. Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price factors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The solicitation package (including specifications, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps. It will be available on or after June 9, 2014. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Offerors must be registered in the System for Award Management (SAM) database in order to participate in this procurement. The website for SAM is http://www.sam.gov.
