- The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) to buy an Agilent Technologies Bravo Liquid Handling Platform and related accessories on a brand name only basis (refer to the redacted Justification and Approval document accessible by clicking the Additional Documentation link below). Please note that the Special Notice stating the Government's intent to procure this instrument on a brand name only basis as prescribed in FAR 6.302-1(c)(1) was posted under solicitation number W81XWH-14-T-0235. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. DESCRIPTION: The government will purchase the following items manufactured by Agilent Technologies from the manufacturer or one of its authorized distributors for high throughput permeability assays within the absorption, distribution, metabolism, and excretion (ADME) center of excellence (CoE). Bravo Liquid Handling Platform for Standalone, Item#: G5523A Custom Plate Nest for Thermal Station, Item#: GS498B#017 Peltier Thermal Station for Bravo, Item#: GS498B#035 96LT 96-Barrel Disposable Tip Pipette Head, Item#: GS498B#042 Bravo Risers, 146 mm, Item#: GS498B#055 96LT 250ul Tips, Case of 50, Item#: 19477-002 Equipment Installation & training The items listed above are needed at the ADME CoE at MRICD which is currently utilizing an Agilent Technologies Bravo Liquid Handling Platform for high throughput hepatotoxicity assays which was purchased in fiscal year FY12. Please see the attached SF1449 solicitation for details including the required quantities and incorporated clauses and provisions by following the Additional Documentation link below. Please also note that a draft Quality Assurance Surveillance plan has been included in this RFQ (locate by clicking the Additional Documentation link below). This document will be reviewed and edited prior to award by the successful offeror and Government, as appropriate, and the final version will be provided to the Contractor and Government officials implementing surveillance activities. These items are needed at USAMRICD in Aberdeen, MD 21010-5400. Delivery is FOB Destination no later than 30 days after date of contract. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of 52.212-2 in the attached SF1449 solicitation by following the Additional Documentation link below) and any resulting contract will be issued as a Firm Fixed Price Award.
