- UPDATE #2: Please read this update in its entirety. This is to post the DRAFT Request for Proposal (RFP) for the Computer Based Instructional Development II (CBID II) requirement and provide updated Pre-Solicitation Conference Information. SECTION I. Competition Audience: The CBID II requirement will be pursued as a Total Small Business (SB) set-side to be competed among companies qualifying as SBs under the 541519 NAICS code. Please review the DRAFT RFP in its entirety to include attachments. Questions will be accepted through 3:00 PM (EST), Tuesday, 24 June 2014. Submissions must be submitted electronically to both Contract Specialist POCs identified below, using the CBID II Industry Questions/Comment Form. The Government intends to post answers to questions deemed most impactful by 3 July 2014. Answers to all questions, to include any presented at the conference, will be posted to FedBizOpps after the conference and before the final RFP is posted. SECTION II. Pre-Solicitation Conference: Description: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Constructive Simulation (PM CONSIM), Warrior Training Integration (WTI) will host a meeting with industry Tuesday, 8 July 2014 through Friday, 11 July 2014 at PEO STRI's offices within the UCF Research Park complex in Orlando, FL. Check-in will begin at 8:30AM Tuesday morning with the general session starting at 9:00AM (anticipated schedule of events attached). Discussion will consist of information regarding the requirement and include a question and answer period. Time has been allotted for Tuesday afternoon and the remainder of the week (as needed) for brief (20 minute) One-on-One sessions between industry, the customer and contracting. NOTE: One-on-One session assignment numbers and time period are unchanged. Example: If scheduled for Session #13, you will meet on Tuesday, 9 July 2013 at 9:20 am. Contractors interested in participating in this event should contact the Contract Specialists indicated below, via email, not later than 2:30 PM (EST), Wednesday, 2 July 2014. Space restrictions limit the number of attendees to three (3) per company regardless of entity composition (e.g. joint venture). Companies may identify an alternate attendee; however, only three individuals will be admitted. 1. Company/Entity name and operating office/headquarters address, 2. Point of Contact name, telephone number and email address, 3. Name/title, contact information (phone and email) for each attendee (limit three (3)) Note: If requesting a One-on-One, provide the name/title of lead/prime member whoWILL BE ATTENDING the One-on-One. Pre-Solicitation Conference attendance is open only to advanced registered attendees. There will be 11 afternoon One-on-One session opportunities offered on the first day of the Pre-Solicitation Conference and up to 15 each day (if necessary) through the remainder of the workweek. The POC will be notified via email of One-on-One date/time appointments by the Government POC.
