- Description
- NASA/GSFC has a requirement for the purchase of two spare Sample Analysis at Mars (SAM) Wide Range Pumps (WRP) and 20 sets of spare bearing assemblies. NASA/GSFC intends to purchase the items from Creare, Inc., pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one known source. Creare, Inc. is the designer and developer of the Wide Range Pumps that are currently in use in the Sample Analysis at Mars for the Curiosity rover. The pumps are unique and are proprietary to Creare. The spare pumps being purchased, must fit directly into the same space in the SAM Test Bed that the SAM flight pumps fit into. The performance of the spare pumps must be identical to the SAM flight pumps as different performance pumps would affect the scientific results of the flight unit. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 1, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
