- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is HQ002049100000490500002 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-74. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-06-20 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Alexandria, VA 22312 The WHS - Acquisition Directorate requires the following items, Brand Name or Equal, to the following: LI 001: Bluetooth Explorer 400 (BEX400-PRO Protocol Analyzer). FEATURES: All-in-one Protocol Analysis System - captures all channels concurrently (BR/EDR, low energy, spectrum, HCI, logic, audio 12S, and WCI-2, all synchronized to nanoseconds precision. DUAL-Mode Whole-Band Capture - Easy and rock-solid capture of any BR/EDR and low energy traffic, including discovery / connection traffic and SSP pairing. Reprogrammable Digital Radio - Reprogrammable for tomorrow's specifications with a software update and without hardware change. Multi-Piconet Support - Be able to inspect multiple pico-nets and scatter-nets, without limitations. All Protocols and Profiles - All protocol decoding. Integrated Audio Analysis - Listen to captured audio live, including HCI audio and 12S, within the software, in sync with all other traffic. Spectrum Display - Characterize the wireless environment and visualize coexistence issues. Message Sequence Chart: -Create charts automatically from the protocol display. Free Maintenance: - Free lifetime updates as well as free fully-featured viewer software with unlocked hardware that can be used on any computer. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, WHS - Acquisition Directorate intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. WHS - Acquisition Directorate is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX LIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW?FISCAL YEAR 2014 APPROPRIATIONS (DEVIATION 2014-O0004) (OCTOBER 2013) (a) In accordance with section 101(a) of Division A of the Continuing Appropriations Act, 2014 (Pub. The Government will select the best overall offer based on price. The Government will award a contract to the responsible offeror whose offer will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliant with the requirements as stated in this solicitation will be considered for award.
