Description
NOTICE AMENDMENT 01 provides the Performance Work Statement (PWS) as follows: 1.0 General: This is a non-personnel services contract to provide support for tasks performed under the direction of the Biometrics Identity Management Activity (BIMA). 2.0 Mission: The mission of the BIMA is to provide Joint, Interagency, Intergovernmental, and Multinational Partners biometric identification capabilities and expertise in support of the National Defense Strategy. As such it: Maintains master repository of biometric data and non-intelligence associated information, as well as the means to exchange the data and information with other United States Government (USG) agencies and coalition partners, in conformance with existing regulations and statutes governing the release of classified and controlled unclassified data. Develops standards, processes, and procedures for biometric data archiving, caching, and tagging. Develops and maintains continuity of operations and disaster recovery for the Biometrics Center of Excellence. Maintains capability to rapidly store and match biometric samples submitted by the Department of Defense and other Government agencies. Conducts biometrics Science & Technology (S&T) research and engineering for the Department of Defense and other USG sponsors in support of the DoD S&T roadmap. Conducts biometrics test and evaluation activities. 2.1 Objectives: This acquisition is to award a new contract to provide uninterrupted support to BIMA providing 24x7x365 day Biometric Examination Support, DoD Directive 8521.01E mandates the development and sustainment of biometric capabilities that support the collection, transmission, storage, use, and sharing of biometric data across the DoD. In fulfillment of this Directive, the DoD Biometrics Enterprise Strategic Plan (BESP) assigns roles and responsibilities to the various Divisions of the BIMA. This contract will provide the BIMA with the expertise needed to fulfill its assigned roles. 3.0 Scope of Work: The Performance Work Statement (PWS) provides a framework of task area that the Contractor shall provide for the BIMA relative to its role supporting the Department of Defense's Executive Manager for Biometrics. These areas are consistent with the requirements, roles and responsibilities of DoD Biometrics, as well as the expertise and experience of the identified Contractor staff. 3.1 Task 1: Biometrics Examination Support 3.1.1 Sub Task 1 - Examination Support The contractor shall provide qualified personnel and use government provided technology to perform biometrics examination services for modalities which include latent to known palm and fingerprint comparisons, latent to latent palm and fingerprint comparisons, tenprint comparisons, facial recognition comparisons, known palm print comparisons, and iris comparisons. Examination services will include the encoding, processing, submitting and verifying services crucial to meeting current and future identification management requirements to support DoD and USG entities supporting their worldwide mission sets. The services required under this contract will allow for the processing of biometric data and the subsequent match and no-match information results returned back to the customers of the BIMA. At this time the government anticipates the need to format, encode, and search 8.5K latent prints, conduct 100K latent print comparisons, 150K tenprint yellow resolve comparisons, 45K facial yellow resolve comparisons, manually create 46K biometric Electronic Biometric Transmission Specification (EBTS) files, manual biometric (tenprint, face, known palm print, and iris) comparisons on an annual basis. While technology provides useful biometrics tools, the examination services personnel assigned under this Contract shall be thoroughly trained to resolve, via human interface, instances where the DoD systems cannot perform a definitive match or no match result, such as is the case for all latent fingerprint comparisons. Contractor personnel shall perform necessary latent fingerprint image processing, encoding and examinations. This forensic evidence may originate on a variety of surfaces to include, but not limited to, bomb-making devices, paper documents, weapons and other materials. The Government realizes that this process is labor-intensive and requires specially trained personnel to perform this critical mission. The contractor shall use government provided technologies, such as: multi-modal algorithms, photo editing software, latent encoding software and other latent tools to assist the biometrics examination personnel. Tools include but not limited to MorphoTrust Latent Examiner Workstation, Universal Latent Workstation, and Adobe Photoshop. Contract personnel shall also perform necessary biometric image processing, and examinations. Biometric examinations include tenprint, known palm, face, and iris. This evidence is typically collected in a controlled environment and has known information, such as names, associated with the biometric information. The contractor personnel shall also be able to process biometric images collected under less ideal circumstances that do not contain known, verifiable information. Due to the inexact nature of the biometric information that is collected the Government requires specially trained personnel to perform these duties. The Government will provide the technologies necessary in order to perform these duties. These technologies include multi-modal algorithms, photo editing software, and other tools specifically designed to assist the biometrics examination personnel in conducting their duties. Tools include but are not limited to MorphoTrust Tenprint Examiner Workstation, MorphoTrust Face Examiner Workstation, Universal Latent Workstation, Adobe Photoshop, Aware Forensic Workbench, Transaction Edit, and Government off-the-shelf (GOTS) Tools (i.e. Multiple EBTS Reviewer tool, Casper, Easy EBTS, and Automated Biometric Identification System (ABIS) Casework Tracker). The contractor shall provide annual proficiency testing documentation (DI-MGMT-81834) to BIMA for the latent print examiners and offer continuing education and training to the examination staff required. Senior Latent Print examiner shall maintain International Association Identification (IAI) certification. The contractor shall insure there is no degradation to services while contract employees undergo training or certification. Contractor shall cover all costs associated with the IAI certification and shall not be reimbursed under this contract. The contractor shall use government provided automated tools to reduce the manual, time-consuming biometrics reviews by contractor personnel. The contractor shall understand and use these tools for applications, such as: image manipulation, image overlays, minutia marking, and EBTS/ Electronic Fingerprint Transmission Specification (EFTS) file creation. Use of these tools will promote examination efficiencies. Once the examination is complete, the contractor shall use Government-provided, role-based workflow methods to maximize transaction flow through the system. This allows the DoD to customize transaction flow in order to efficiently and effectively route biometrics information to the correct location. The examination services workflow shall not only include comparisons presented to examiners as a result of automated searching and review of files after having been searched and stored in an automated system, but shall also allow for incoming transactions to be edited by the examiner if they fail quality or sequence checks before record submission, thereby improving overall DoD biometric system quality. The contractor shall provide quality assurance quality control of latent print examinations and biometric examinations. The biometrics examinations requirement is global, therefore the Government requires the contractor to be available 24x7x365-days to support the DoD Biometrics Enterprise. The number and quality of manual examinations and reviews cannot be reliably predicted, but based on the critical needs of the Warfighter; the contractor shall staff this requirement to meet the operational needs of the DoD Biometrics Enterprise. Catastrophic events can occur and therefore the contractor shall provide additional latent and biometric examiners in a short time-frame to provide surge support to the DoD Biometrics Enterprise. The contractor will be required to attend meetings, briefings and other informational discussions to provide subject matter expertise in the area of biometric examinations. Meetings and briefings shall be documented through development of meeting minutes (DI-ADMN-81505). The contractor shall update, refine or establish standard operating procedures (SOPs) as required by BIMA. Deliverables for this task will be strategic, analytic, and technical advice in the form of issue papers, point papers, concept papers, white papers, technical reports (DI-ADMN-81892), SOPs (DI-MGMT-81580), presentations and briefings in accordance with the direction of the BIMA. 3.1.2 Sub Task 2 - Additional Examination Support (Surge Support) Within a given Fiscal Year (FY), there may be a requirement to increase biometric examiners and latent examiners on a 5%, 10%, or 15% increase depending on the mission sets and demands of our customers. The additional support may be needed to cover temporary and or long term surges in the amount of support needed. Catastrophic events or backlog can occur and therefore the contractor shall be prepared to provide additional latent and biometric examiners in a short time-frame to provide surge support to the Government. 4.0 Contract Management 4.1 Project Manager The Contractor shall identify a Contract Project Manager to oversee Contract execution and ensure all goals and objectives are met within the terms of the contract. The Contract Project Manager shall be responsible for the overall task planning, execution, control and quality; spanning technical, schedule, cost, and contract, for Contract fulfillment. The Contract Project Manager shall serve as the primary point of contact with the Government and shall have full authority to make binding commitments on behalf of the Contractor. 4.2 Contract Management Plan The Contractor shall develop and maintain throughout the Contract's period of performance, a Contract Management Plan (CMP) (DI-MGMT-80004A) that shall be used as a foundation for information and resource management planning. The CMP shall include, but not be limited to, the following: 1.Contractor program organization chart and Organizational Interfaces. 2.Process Management and Control Plan. 3.Quality Control Plan. 4.Subcontract Management Plan (if required). The Contractor shall ensure that all other planning and execution activities and deliverables are integrated with the CMP. The Contractor shall keep the CMP up-to-date and accessible to appropriate Government personnel electronically at any time, and shall be prepared to brief any CMP content to the Government at short notice (within 48 hours). The CMP shall be used as a foundation for the Monthly Status Report. 4.3 In Progress Review Support The Government Lead and contractor shall review performance progress and other issues during a regularly-scheduled teleconference that shall be held once per month throughout the performance period of this contract. The contractor shall provide a Weekly Summary (WEEKSUM) (DI-ADMIN-80227), to include current/completed task activities, schedule status, and issue/risk prior to each teleconference. 4.4 Transition Transition begins at Contract Award. The incumbent Contractor is fully responsible and accountable for on-going support to existing Examination Support initiative; the incoming Contractor is responsible for executing its proposed Transition Plan and preparing for Assumption of Responsibility (AOR). No later than 15 calendar days from Contract Award, the incoming Contractor shall assume full responsibility for ABIS examination support services as defined in this PWS as well as the Service Levels defined in the Quality Assurance Surveillance Plan (QASP). 4.5 Monthly Status Report The Contractor will provide a monthly report (DI-ADMIN-80227) that shall provide the status of Contract activities and present the report to the government during a monthly program management review. At a minimum the monthly report shall address: 1.Major Accomplishments. 2.On-Going and Upcoming Activities. 3.Performance Metrics. a.Finances and Monthly Expenditures (Travel, Material, labor). b.Burn Rate. c.Deliverable Status (i.e. on-time, overdue, accepted, rejected, quality). 4.Variance to Cost and Schedule. 5.Small Business Participation Goals. 6.Travel. a.Current Period. b.Planned. 7.Risks and Mitigations. 8.Issues (problems affecting achievement of technical, or schedule goals, or personnel). 4.6 Accounting for Contract Services/Contract Manpower Reporting The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Biometrics Identity Management Activity via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on quote mark Department of the Army CMRA quote mark or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014. The SF-294 and SF-295 forms are available online at the General Services Administration web address: http://www.gsa.gov/forms 4.7.1 Subcontracting Report For Individual Contracts The Contractor shall submit SF-294, Subcontracting Report For Individual Contracts electronically via the Electronic Subcontract Reporting System (eSRS)* within 30 calendar days after the close of each calendar period: (1) April 30 for the period October 1 through March 31 and (2) October 30 for the period April 1 through September 30. The SF-294 report is required for all Contractors submitting individual or master subcontracting plans. 4.8 Summary Subcontract Report (SF-295) (If Applicable) The Contractor shall submit SF-295, Summary Subcontract Report electronically via the Electronic Subcontract Reporting System (eSRS). The report is due October 30th for the calendar period October 1 through September 30. 4.9 Quality Control The Contractor shall implement and maintain an effective Quality Control Program to ensure requirements are performed in accordance with this PWS. The Contractor's quality control program is the means by which he assures himself and the Government that his work complies with the requirement of the contract. 4.10 Government Remedies The Government shall follow -- Inspection of Services -- Fixed-Price for Contractor's failure to perform satisfactory services or failure to correct non-conformance issues. 5.0 Deliverables: The Contractor shall be responsible for delivering all end items specified. In addition to specific deliverables outlined below or agreed to within a specific task area, any background material collected or other material developed by the Contractor in the course of developing a deliverable will be turned over to the Government. Deliverable products identified during Contract execution and in accordance with the PWS will be assigned due dates and quality requirements at the time of tasking. Contractor performance in meeting deliverable requirements will be monitored as part of the contract Quality Assurance Surveillance Plan. In addition to the reports listed below, additional reports may be requested as deemed necessary. 5.1 Media and File Format The Microsoft (MS) Office 2007 suite of applications (MS Word, MS Excel, MS PowerPoint, and MS Project) is the preferred application for preparing documents, reports, and information furnished under this contract. If the Contractor provides data in a file format that is not compatible with the specified applications, then the Contractor shall provide as free software applications that will allow the Government to read and write to the files when necessary. Should MS issue a new MS Office suite that the Government adopts as a new standard; the Government will notify the Contractor in writing of the change. Deliverables for examination support services will take the form of: Publish Standard Operating Procedures (SOP) (DI-MGMT-81580) Yearly proficiency testing data (DI-MGMT-81834) Examiner training and certification status (DI-MGMT-81834) Presentation Materials (DI-ADMN-81892) Graphics and supporting documentation (DI-ADMN-81892) Administrative facilitation as necessary, meeting minutes and reports (DI-ADMN-81505) 5.2 Delivery and Inspection 1.All documents and deliverables described in this PWS and amendments or modifications shall be submitted in a format prescribed by the Government. 2.All deliverables shall be delivered to the Client Representative no later than the date specified in the PWS or as agreed upon for a specific task. At the time of delivery, the Contractor shall also provide any other material or information procured or developed during the course of the task. 3.All data delivered shall be submitted with a Letter of Transmittal (LT). The LT shall indicate the contract number, Contract number, Data Item Number, Title and Subtitle (when applicable) of the data, PWS paragraph number reference which required the data to be prepared, and the date of transmittal. 4.Classified data shall be handled and delivered in accordance with the DoD 5220.22-M, quote mark National Industrial Security Program - Operating Manual, quote mark dated 28 Feb 2006. 5.Material Receipt and Acceptance (DD250) shall be processed via Wide Area Workflow. 6.Unless otherwise stipulated the, Contractor shall submit all deliverables in electronic format. 7.Unless otherwise stipulated, the Government will have 30 days to review and comment on or accept a deliverable. If commented on/rejected, the Contractor shall have 15 day to revise and resubmit to the Government. The Contractor shall submit Contract Data Requirements List (CDRL) in accordance with CDRL Authority and Title as follows: DI-MGMT-8004A/MANAGEMENT; DI-MGMT-80227/ CONTRACTOR'S PROGRESS, STATUS & MANAGEMENT REPORT; DI-MGMT-81892/TECHNICAL EFFORT REPORT; DI-MGMT-81834A/ CONTRACTOR'S PERSONNEL ROSTER; DI-MGMT-81580/CONTRACTOR'S STANDARD OPERATING PROCEDURES; DI-ADMN-81505/MEETING REPORT & RECORD OF MINUTES 6.0 Performance Standards The performance-based measures that the Government will use to monitor the Contractor's performance are provided in the Performance Requirement Summary (PRS). The Contracting Officer's Representative will monitor the Contractor's daily performance through inspections of work products set forth in this Contract using the Monthly Evaluation of Contractor's Performance. The Government will inspect completed tasks in accordance with the Government's QASP. The Government will provide inspection results to the Contractor. If the Government determines that the Contractor has not achieved an Acceptable Quality Level (AQL) as set forth in the PRS, it may require the Contractor to take corrective actions to improve performance. The Government will give the Contractor an opportunity to respond to the evaluation results. If the Contractor's performance falls below the AQL quality thresholds the Contracting Officer may at his/her discretion reduce reimbursement to the Contractor by up to 5%. The reduction will be applied to the monthly invoice for the month of the evaluation period. The QASP and the Monthly Evaluation will be used by the government in determining contractor's overall performance for the month in evaluation. 7.0 Section 508 Compliance Requirements The software and hardware procured in support of this Contract are exempt from Section 508 in accordance with the following General Exceptions paragraph from that code: 1194.3 General exceptions (a) This part does not apply to any electronic and information technology operated by agencies, the function, operation, or use of which involves intelligence activities, crypto-logic activities related to national security, command and control of military forces, equipment that is an integral part of a weapon or weapons system, or systems which are critical to the direct fulfillment of military or intelligence missions. Systems which are critical to the direct fulfillment of military or intelligence missions do not include a system that is to be used for routine administrative and business applications (including payroll, finance, logistics, and personnel management applications). (b)This part does not apply to electronic and information technology that is acquired by a Contractor incidental to a contract 8.0 Materials All materials purchased by the Contractor for the use or ownership of the Federal Government under this Contract will become the property of the Federal Government. Under no circumstances shall the Contractor use proprietary information, materials, or application in the performance of this Contract without prior Government approval. 9.0 Place of Performance: Contractor personnel shall perform services at the: Current and Future BIMA Facilities in Clarksburg, WV 26301 During times of natural disaster or national emergency selective Contractor staff may be required to perform services at BIMAs Continuity of Operations Plan (COOP) designated alternate work location. Other meetings and work may be required at other Government and/or Contractor facilities. 10.0 Period of Performance: The period of performance for this effort is a base period of eight months plus two (2) twelve (12) month option periods. Base: Eight (8) months from performance start date. Option Period One: (12) months from execution of option. Option Period Two: (12) months from execution of option. 1.The Government may extend the term of this Contract by written notice to the Contractor within three (3) business days of expiration provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least thirty (30) days before the order expires. The preliminary notice does not commit the Government to an extension. 2.If the Government exercises this option, the extended order shall be considered to include this option clause. 11.0 Hours of Work: The contractor shall support BIMA operations 24x7x365. The scheduling and support will be at the discretion of the BIMA. Individuals may be required to work other than core hours in support of mission requirements. The contractor shall be able to support equal staffing throughout each shift unless critical needs on a particular shift occur. 12.0 Government-Furnished Resources: The Government will furnish workspace, meeting rooms, supplies, telephones, computers and associated software. The Contractor is responsible for safeguarding the equipment and data that is proprietary to the Government. 13.0 Equipment, Supplies and Materials All equipment, supplies, and materials required for performance of Contract, issued under this contract, which are not Government-furnished, shall be furnished by the Contractor. Ownership of materials and licenses acquired by the Contractor with Government funds, for performance of this contract, shall vest with the Government. Accordingly, the Contractor shall procure materials/equipment/ supplies in the manner most economical and advantageous to the Government. Materials/equipment/supplies will be at the discretion of the Government and the limitations herein. Estimated amounts shall not be exceeded (NTE). All requests for Other Direct Costs (ODCs) with the exception of travel shall be approved by the Contracting Officer's Representative prior to incurring costs. 14.0 Other Pertinent Information and Special Considerations: 14.1 Other Direct Costs (ODCs) 14.1.1 ODC / Cost No Fee Miscellaneous (Supplies and Services): In the course of performance of this contract, the contractor shall be required to provide supplies/services at the request of the Government. The government will authorize all such procurements within the contract funding constraints. 14.1.2 ODC / Cost No Fee Travel: All required travel will be reimbursed by the government under ODCs. Place of Performance 347 West Main St Clarksburg, WV 26301 Voice: (304) 326-3019 E-mail: cheley.a.gabriel.civ@mail.mil 14.2 Travel 1.Travel is anticipated during the performance of this requirement. 2.The Contractor shall be reimbursed for incurred costs in accordance with the Joint Travel Regulations (JTR)/Federal Travel Regulations (FTR). Airfare shall be the prevailing rates for commercial airlines at tourist class. When required, the most dependable means of ground transportation (i.e., taxi, bus, train, car rental) shall be used. Contractor must estimate for personnel and travel growth for the option years based on the NTE amounts shown in the Price Model. 3.The Contractor shall use only the minimum number of travelers and rental cars needed to accomplish the task(s). Travel shall be scheduled during normal duty hours whenever possible. 4.All requests for Travel must be approved by the COR prior to incurring costs. Travel will be reimbursed to the extent allowable. 14.3 Transportation USE OF GOVERNMENT VEHICLES, CONTRACTOR OPERATED GOVERNMENT VEHICLES GENERAL OFFICIAL USE OF VEHICLES: The use of all DoD motor vehicles, including those leased using DoD funds, or from other Government Agencies or commercial sources shall be restricted to official purposes only. Federal Management Regulation (FMR), Section 102-34.220-260 (Reference (n)) provides that each Federal Agency shall ensure that Government carriers are used for official purposes only; e.g., to perform the mission of the DoD Components as authorized by the DoD Components. When questions arise about the official use of a motor vehicle, they shall be resolved in favor of strict compliance with statutory provisions and this Regulation. 1.Contractor is authorized to use government furnished motor vehicles as needed in performance of this contract. 2.The vehicles will not be used on any contract other than for which the vehicles were provided, unless approved by the appropriate DoD Component or Agency official. 3.DoD Components that provide contractors with Government-owned-or -leased Motor vehicles are responsible for ensuring that such vehicles are used only for the performance of the contract. Contractors are prohibited from using such vehicles for purpose other than directed by COR and the Contracting Officer. 4.The contractor shall provide evidence that the contractor has obtained motor vehicle liability insurance covering bodily injury and property damage, protecting the contractor and DoD against third-party claims arising from the ownership, maintenance, or use of a Government Owned/GSA fleet vehicle. 5.The use of Government owned vehicles is subject to periodic checks to ensure authorized contractors are using vehicles and related services exclusively under the subject contract. 6.The contractor's organization shall ensure that penalties are established and enforce for their employees for unofficial use of Government vehicles. 7.The contractor shall provide a written statement that the contractor will assume, without the right of reimbursement from DoD, the cost or expense of any use of GSA Fleet vehicles and services not related to the performance of the contract. 8.Motor vehicles required for use by contractors in their work on a major DoD project shall be included as contractor-operated requirements to be provided in accordance with Chapter 45, Section 304 of the FAR (Reference (aj)). 9.All DoD-furnished, contractor-operated motor vehicles shall count as part of the vehicle inventory of the DoD Component concerned. 10.Procedures for managing the allocation, use, operation, maintenance, and recordkeeping of all DoD motor vehicles are applicable to vehicles furnished to contractor. DoD Contractor Personnel. Contracts and agreements will require that operators comply with licensing requirements of the State and local motor vehicle laws. DoD contractor employees shall not be issued Optional Form (OF) 346, quote mark U.S. Government Motor Vehicle Operator's Identification Card. quote mark DoD contractor employees assigned to operate either government owned/leased equipment in performance of their contract shall be certified, by the contractor and at the contractor's expense, as being fully qualified to operate the vehicles/equipment to which they are assigned. The prime contractor shall document all operator qualifications. This documentation shall be provided to the contracting officer before any contract employee engages in any mode of equipment operation. The contracting officer shall retain documentation. 14.4 Criminal Justice Information Services (CJIS) Security Addendum All contractor personnel must read and abide by the CJIS Security Addendum provided by BIMA. All employees providing services under this Contract shall sign the CJIS Security Certification and submit to the Government prior to initiating any task activities. 14.5 Personal Conflicts of Interest and Non-Disclosure In the course ofperformance pursuant to this Contract, Contractor employees will be performing duties that have a direct and predictable effect upon non-Federal entities, such potential offerors and proposed subcontractors for the ID/IQ contract. Contractor agrees to use its best efforts to ensure that such employees and others performing services under this contract avoid conflicts of interest or the appearance thereof. To that end, Contractor agrees that its employees and other performing services under this contract will, prior to the commencement of performance, sign the Certificate of No Conflict of Interest set forth in the contract. Contractor agrees that its employees and others performing duties under this contract will, prior to the commencement of performance, sign the Certificate of Non-Disclosure set forth in the contract. 14.6 Security Work performed under this contract may be classified up to TOP SECRET. All Contractor personnel proposed for on-site or full-time support must have a quote mark Secret quote mark or quote mark Top Secret quote mark clearance (to be determined based on Task/Subtask supported) and a completed National Agency Check (NAC) in order to obtain a building pass and be granted access to the network. The proper clearance must be obtained for all contractors prior to performance on the contract. All personnel working on the Contract shall adhere to all regulations and policies governing the safe handling of sensitive and classified material. The personnel I.D. Badges shall be in accordance with local BIMA policy. The cost associated with obtaining a clearance is solely at the expense of the contractor. 14.7 Physical Security. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. 14.8 Key Control. The contractor shall establish and implement methods of making sure all key / key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The contractor shall immediately report any occurrences of lost or duplicate keys / key cards to the COR. 14.9 Combating Trafficking in Persons (CTIP) Awareness. The contractor shall ensure all personnel receive an annual awareness briefing or training on Combating Trafficking in Persons (CTIP). Proof that all personnel received CTIP awareness or training shall be made available to the Government upon request. 14.10 Privacy Act Work on this project requires that personnel have access to Privacy Information. All Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 14.11 Personal Service DoD Biometrics has determined that the use of a Contract to satisfy this requirement is in the best interest of the Government, economic and other factors considered, and this Contract is not being used to procure personal services prohibited by the FAR Part 37.104 titled quote mark Personal Services Order. quote mark The Government shall not exercise any direct supervision or control over Contractor employees performing services under this order. Such Contractor employees shall be accountable not to the Government, but solely to the Contractor who, in turn, shall be accountable to the Government. 14.12 Cooperation with Other Contractors and Government Personnel The Contractor shall maintain a cooperative work environment with other Government Contractors and personnel so as not to cause interference, disagreement or delays to work to be performed while not compromising health, safety or security. The Contractor shall be responsible for adapting schedules and performance to accommodate additional support work and provide an environment to foster completion of Contract requirements under this and other contracts. Conflicts or cause for delays shall be brought to the attention of the COR. 14.13 Conduct of Contractor Personnel If the Contracting Officer finds it to be in the best interest of the Government, the Contracting Officer may, at any time during the performance of this Contract request removal of any personnel from further performance under this Contract for reasons of unethical conduct, security reasons, and violation of installation regulation(s). In the event that it becomes necessary to replace any Contractor personnel for any of the above reasons, the Contractor shall bear all costs associated with such removal, including the costs for the replacement of any personnel so removed. These costs will not be chargeable to the Government. 14.14 Conformance to DFBA Dress Codes The Contractor shall ensure all contractor personnel adhere to DFBAs Standards of Dress and Prohibited Aattire policy.. 14.15 Contractor Personnel Certifications and Training The contractor shall ensure all personnel have appropriate certifications, and shall be responsible for the ongoing training and certification of personnel throughout the contract period of performance 15.0 Special Instructions: 15.1 Staffing Key personnel shall not be removed from the task without the Contractor notifying the Government. The only position determined to be quote mark key personnel quote mark under this Contract is the Contract Project Manager. The contractor shall identify at least two shift leads per shift. The contractor shall identify at least five senior latent print examiners for quality assurance quality control of the latent print examinations. The contractor shall identify at least four latent print examiners for quality assurance quality control of the tenprint examinations. The contractor shall identify at least five biometric examiners for quality assurance quality control of the face examinations. At least 25% of contractor personnel proposed for on-site or full-time support must have a quote mark Top Secret quote mark clearance; all others must have a quote mark SECRET quote mark clearance. These positions should include the shift leads. The Government anticipates an equal amount of work under this contract to be performed during day shift, evening shift and night shift. However, it is possible that an influx shall occur during a particular shift and the contractor shall be prepared to accommodate accordingly. Senior Latent Print Examiners shall be International Association for Identification (IAI) certified. 50% of Senior Latent Print Examiner personnel shall be certified at time of contact award; with 100% certified within six (6) months of contract award. Certifications shall be maintained throughout the life of the contract. 15.2 Technical/Security Certification Requirements The contractor shall ensure all personnel have appropriate certifications, and shall be responsible for the ongoing training and certification of personnel throughout the contract period of performance. Contractor shall cover all costs associated with obtaining and maintaining certifications. These costs will not be reimbursed through this contract. The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance training and certifications to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program. The Contractor shall meet the applicable information assurance certification requirements as determined by the Information Assurance Program Manager (IAPM), including: 1) DoD-approved information assurance workforce security certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and 2) Appropriate quote mark computing environment quote mark certification for information assurance technical positions as required by DoD 8570.01-M. The Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions. This shall be provided within 15 days of contract award. Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions. Mission Essential Functions outlined in Table 2. Missions Essential FunctionsPersonnelBusiness Function Biometrics Examination Biometric and Latent Print Examiners Provides manual examination services where the match was not determined automatically High-Level Mission-Essential Functions are required for Biometric and Latent Print Examiners to provide manual examination services where the match was not determined automatically. 15.3 Contract Support Escort Duties: Personnel working and or visiting BIMA that are not cleared by security are required to wear a red badge and to be escorted at all times by cleared BIMA personnel. Contractors working under this PWS will be required to perform the above mentioned escort duties when uncleared personnel are working in support of this PWS. 15.4 Contract Support Accounting Compliance The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. Detailed instructions can be found on the Contractor Manpower Reporting Application (CMRA) website in the CMRA quote mark Contractor User Guide quote mark or quote mark Subcontractor User Guide quote mark. The contractor must create an account upon entering the site and is required to completely fill in the required information at the CMRA website: https://cmra.army.mil. The required information includes: (1) Unit Identification Code (UIC) of the Army Requiring Activity that would be performing the mission if not for the contractor: __________ (Enter the Army Requiring Activity's UIC here). (2)Command of the Requiring Activity that would be performing the mission if not for the contractor: __________ (Enter Command of the Requiring Activity here). (3)Contracting Officer (KO) and contact information: (Enter KO's name, phone number, and email address). (4)Contracting Officer's Representative (COR) and contact information: (Enter COR's name, phone number, and email address). (5)Federal Service Code (FSC) reflecting services provided by contractor (and separate FSC for each subcontractor if different). If there are multiple FSCs for an Order number, enter a separate data record for each FSC. (6)Location where contractor and subcontractor(s) perform the service, including the city, state, zip code, and country. When service is performed at an overseas location, state only the city and country. If there are multiple Locations for an Order number, enter a separate data record for each Location. (Note: If there are many location records that need to be entered, the Bulk Loader function is available which allows the transfer of information from a contractor's system to the secure web site. The Bulk Loader Template and Bulk Loader Instructions may be downloaded from the web site.) (7)Contractor Type (NAIC). (8)Direct labor hours (including subcontractors) for each FSC. If subcontractors are used in the performance of this contract, several factors must be considered. Contractor shall include, and require inclusion of, this term in all subcontracts at any tier under the contract in which services are being procured. Contractor shall also enter their data in a timely manner, as subcontractors cannot input any information into the CMRA system until the Prime Contractor has entered their data. The Prime Contractor has overall responsibility for ensuring subcontractors enter their respective data. Subcontractors are only responsible for entering Location Data. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. 15.5 Antiterrorism/Operations Security Review: 15.5.1. AT Level I Training. This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 15 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 15 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: https://atlevel1.dtic.mil/at. 15.5.2. Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 15.5.3. AT Awareness Training for Contractor Personnel Traveling Overseas. This standard language text required US based contractor employees and associated sub-contractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact. 15.5.4 Contractor Employees Who Require Access to Government Information Systems. All contractor employees with access to a government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter. 15.5.5. For Contracts that Require Operations Security (OPSEC) Training. Per AR 530-1, OPSEC, new contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty. All contractor employees must complete annual OPSEC awareness training. 15.5.6. For Information assurance (IA)/information technology (IT) training. All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment. 15.5.7. For IA/It certification. Per DoD 8570.01-M, DFARS 252.239.7001 and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award. 15.5.8. For Contracts That Require Handling or Access to Classified Information. Contractor shall comply with Security Requirements. This includes access to information classified quote mark Confidential, quote mark quote mark Secret, quote mark or quote mark Top Secret quote mark and requires contractors to comply with- (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); any revisions to DOD 5220.22-M, notice of which has been furnished to the contractor.
