- This is a Pre-Solicitation Notice: The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) intends to procure design/build services to of a pre-fab dry storage building at our facility at Otis Pest Survey Detection and Exclusion Lab (PSDEL), West Truck Road, Camp Edwards, Massachusetts. The project will consist of three phases: Phase I - Site investigation, soil borings, etc., Phase II- Develop construction drawing and specifications and Phase III- Construction Services. The Contractor shall furnish all plant, labor, materials, equipment, hardware (conduit, cable, etc.), professional design services, construction services, etc. necessary to provide and construct a 40' x 80' pre-engineered Butler type metal building system or equal inclusive of gutters and downspouts. Contractor must also ensure that all the necessary utilities, including but not limited to the purchase of transformers, meters, etc., required. The contractor shall obtain all construction permits required by the State and Local Laws. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is being offered as a total Small Business Set Aside. The NAICS code is 236220. The small business size standard is $33.5 million. It is anticipated that a single award will be made. All effort shall be completed within approximately 150 days from the issuance of the notice to proceed for construction. This requirement is Set Aside as a Total Small Businesses which is to be awarded as a fixed price contract. The estimated price range is between $100,000 and $250,000. The solicitation, #AG-32KW-S-14-0093 is to be affixed to all documents submitted in reference to this requirement. All responsible sources may submit an offer which will be considered. The solicitation, AG-6395-S-14-0093, will be released at www.fedbizopps.gov on or about July 1, 2014 and proposals will be due twenty (20) days after the release of the solicitation. One may download a copy of the solicitation at www.fedbizopps.gov. NOTIFICATIONS WILL NOT BE SENT TO CONTRACTORS REGARDING THE ISSUANCE OF THE SOLICITATION NOR ANY OF ITS AMENDMENTS. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THIS WEB SITE PERIODICALLY FOR AMENDMENTS. This project is subject to the Davis Bacon Wage Rates for the area where the work is to be performed.
