- THIS IS A PRE-SOLICITATION NOTICE - #P14PS00302 - NOT A SOLICITATION. PLANS AND SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME; THEREFORE NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE. THIS PROCUREMENT IS SET-ASIDE FOR: HUBZONE SMALL BUSINESSES. This solicitation is anticipated to issue as a Request for Proposal (RFP) resulting in the award of a single Firm-Fixed Price (FFP) Contract. The Request for Proposal is anticipated to be issued on or before July 10, 2014. The estimated value of this work is between $250,000.00 and $500,000.00. Proposals received in response to this solicitation shall be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 Best Value, Trade-Off. NAICS CODE is 238350; size standard $14.0M. The work for this project will consist of the construction service for office building window replacement. Overall, the work will include providing and installing 151energy efficient windows in Glaciers Headquarters Building 295 and disposing or recycling of existing windows. Most of the new windows will match the appearance of the historic windows that used to be in Building 295. An optional bid item may be awarded to replace all the aluminum exterior doors and storefronts with more energy efficient units. Headquarters Building 295 is located in West Glacier, Montana, Glacier National Park, which is at an elevation of approximately 3,200 feet. Potentially variable and difficult weather conditions can be expected throughout the construction season. The contractor may have to perform some of the work while offices are occupied. Selection will be based on the following criteria, with non-cost factors, when combined, are more important than price. The Technical Non-Cost Factors are listed in descending order of importance: (1) Management Capability; (2) Technical Capability; (3) Price. These evaluation factors are subject to change. Any changes to the evaluation factors will be shown in the solicitation. The solicitation shall include a detailed list of evaluation factors, including any sub-factors or elements, and shall provide instructions for proposal requirements and the basis for award.
