General Information: Document Type: Pre-Solicitation Notice Solicitation Number: EA-133W-14-RP-0093 Posted Date: June 18, 2014 Set Aside: Unrestricted Contracting Office Address: U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), 200 Granby Street, Room 815, Norfolk, VA 23510 Synopsis: This is neither a request for a quote nor a proposal. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for atmospheric observations from commercial aircraft leading to the improved understanding of the structure of the atmospheric water vapor, temperature, wind, and pressure. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), has a requirement to purchase atmospheric observations from commercial aircraft leading to the improved understanding of the structure of the atmospheric water vapor, temperature, wind, and pressure as these data are critical to the prediction of thunderstorms, flash floods, hail, tornados, clouds, icing, and climate. The prediction of these phenomena is essential to protecting lives and property. Temperature, wind and moisture soundings from commercial aircraft are an important source of real-time information for global and regional weather prediction as well as operational forecasts and warnings from the National Weather Service (NWS). They also complement satellite sounding data with high quality and vertically high resolution in situ information. The period of performance of this procurement will be for three years after the date of award. The Government anticipates awarding up to two firm fixed price contracts from the solicitation. The solicitation will be advertised as a full and open competition. The North American Industry Classification Code System (NAICS) code for this procurement is 518210 and the size standard is $30 million. All responsible and fully responsive businesses may submit a proposal which will be considered by the agency. A Request for Proposal (RFP) will be made available for download on or about July 03, 2014 at http://www.fedbizopps.gov/. Paper copies of the solicitation will not be issued. Telephonic requests for the solicitation will not be honored. Interested parties should use the FedBizOpps ["Add to Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Proposal (RFP) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Hard copies of the RFP will not be issued. Electronic submission of the contractor’s proposal is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is August 02, 2014; however, the actual date offers are due will be stated within the solicitation documents.
