- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; responses are being requested; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on FEDBIZOPPS. The RFQ number is N62306-14-T-B022. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-74 and DFARS Changes Notice 20140528. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 335911 Storage Battery Manufacturing business size standard is 500 employees. The Naval Oceanographic Office, Stennis Space Center, MS, intends to issue a sole source, fixed price purchase order to The Central Flyway Corporation, 2323 Hwy 190 E Ste 4, Hammond, LA, 70401, United States. The requirement is for: (Qty 650 Each) Battery Sticks - BM-0117-03-101 with an Option for (Qty 3,100 Each) Battery Sticks - BM-0117-03-101. The Central Flyway Corporation is the manufacturer of the specified battery sticks. The system is not available from a third party. Delivery is requested in two deliveries for the base order: Delivery one - Qty 325 to be delivered by September 1, 2014, Delivery two - Qty 325 to be delivered November 1, 2014. Option One (1) Delivery will be determined at time of Option. FOB: Destination. The Contacting Officer may exercise the option by written notice to the Contractor for Option within 30 days of the Option. The Government reserves the right to make one, multiple or no award resulting from this solicitation. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; FAR 52.217-7 - Option for Increased Quantity-Separately Priced Line Item; FAR 52.232-33 Payment by Electric Funds Transfer - System for Award Management; FAR 52.219-6 - Notice of Total Small Business Set-Aside; DFARS 252.225-7000 - Buy American - Balance of Payments Program Certificate; DFARS 252.225-7001 - Buy American and Balance of Payments Program. Quoters are reminded to include a complete copy of FAR 52.212-3 and its ALT I with quotes. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, provides the lowest evaluated price for a product meeting or exceeding the acceptability standards set forth in the salient characteristics. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated. The following factors shall be used to evaluate the offers: (a) technical capability of the item offered to meet the minimum needs of the Government and (b) price. General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQ's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical quotation. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer within 5 calendar days after publication of this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. See Note 22. This announcement will close at 4:00 PM, CST on 25 June 2014. Quotes are to be submitted to Will.Garrett@navy.mil. Oral communications are not acceptable in response to this notice. Quoters shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in SAM at www.sam.gov and Wide Area Work Flow (WAWF) to be considered for award. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response much clearly indicate the capability of the offeror to meet all specifications and requirements.
