- Attached is a copy of Solicitation HSCG38-14-R-J00004 and Attachment A Aviation Logistics Center Material Disposal Procedures. This Modification/Amendment extends the closing date to 28 July 2014. This is a Notice of Intent that the Department of Homeland Security, United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Range Recovery (MRR) Product Line located in Elizabeth City, North Carolina intends to solicit and negotiate with only one source under the authority of FAR 6.302, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Coast Guard intends to award one (1) delivery order on a sole source basis to Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT 06614-1385, Cage Code 78286, the Original Equipment Manufacturer (OEM), for the overhaul to like new condition for the following flight critical, non-commercial components used in support of the Coast Guard's MH-60T helicopter fleet: Nomenclature National Stock Number (NSN) Part Number (P/N) Quantity Spindle Assembly 1615-01-HS1-4257 70102-28100-053 8 each Spindle Assembly 1615-01-HS1-4256 70102-28100-054 7 each Spindle Assembly 1615-01-HS1-4258 70102-28100-055 3 each Spindle Assembly 1615-01-HS1-4259 70102-28100-056 5 each The Coast Guard intends to issue one (1) delivery order under the Defense Logistics Agency's Basic Ordering Agreement (BOA), SPRA1-11-G-001Y. The terms and conditions of the BOA are applicable to this requirement. The basis for award of an order rests with the submission of proof that the Offeror is a Naval Supply Weapon Systems Support (NAVSUP WSS) approved source of supply and the determination of fair and reasonable pricing. The applicable North American Industry Classification Standard Code is 336413 and the small business size is 1,000 employees. Solicitation number HSCG38-14-R-J00004 is hereby assigned. In accordance with Public Law 108-136, Section 802, NAVSUP WSS has the sole responsibility of certifying supply sources for components commonly used by both the Navy and the Coast Guard; Sikorsky Aircraft Corporation (SAC) is the only approved source of supply. Information regarding NAVSUP WSS certification may be obtained on the Navy website; https://www.navsup.navy.mil/navsup/ourteam/navsupwss/business_opps. Offeror that are not NAVSUP WSS sources of supply are considered non-responsive. All Offerors shall be NAVSUP WSS source approved. There are no exceptions. Contract award will not be delayed pending certification. Evidence of said certification must be provided with the offeror's proposal. Offers may be submitted on company letterhead stationery indicating nomenclature, part number, unit price, and extended price for the items offered; plus the FOB point, any discounts for prompt payment and business size standards and any minority classification. A Company representative authorized to commit the company must sign this offer. The Coast Guard does not own, nor can it provide the required drawings or specifications necessary to fulfill this requirement. The Coast Guard intends to negotiate only with the OEM, the only known NAVSUP WSS approved source of supply. All responsible sources may submit a proposal which shall be considered by the agency. The anticipated date for posting the solicitation on the Federal Business Opportunities website, www.fbo.gov, is on or about 1 July 2014.
