- Description
- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.106(b)(1)(i). The proposed source is GSL Solutions, Inc., 2414 SE 125th Avenue, Vancouver, WA 98683. The requirement is for an additional 4 drawer intellicab and a five (5) GSL IntelliPad RFID Reader, nine (9) GSL Bar Code Scanners and (4) GSL AutoSign Signature Capture Pads which will coexist with the current GSL system that is already in place. This GSL system reduces time from current in place methods because it utilizes bar code technology to practically eliminate the risk of dispensing errors. Every prescription and its detailed information is tracked automatically and continually, from the moment it's entered into the IntelliCab Auto Sign and Auto Notify. The GSL requires an ID card scan for each patient receiving medication, thereby preventing a dispensing error from occurring and improving patient safety. The system integrates with existing technology and uses bare code technology to ensure only one patient's medication is placed in a sealed pick-up container before being secured in the automated cabinet. The container may be placed in any of the automated cabinets, thereby saving shelf space while also reducing medication retrieval time. The GSL system also has the capability to notify patients when their medication is ready for pick-up and will mark it as dispensed when the patient signs for their medication. Additionally, the system allows only one patient per bag regardless of family member association. This technology ensures the right medication is dispensed to the right patient 100% of the time. The GSL IntellPad RFID Readers assign patient's medication to the pick-up containers (also known as totes). The GSL Bar Code Scanners are used to scan each medication, helping the GSL IntellPad assign patients medication to a tote. When the medication is dispensed the patient verifies their medication on the GSL Signature Capture Pad and also signs for it on the capture pad. The Government intends on awarding a Firm Fixed Price (FFP) contract. Vendor shall be an Original Equipment Manufacturer (OEM) authorized distributor for the proposed supplies. The systems shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements. If a vendor challenges the basis of this requirement, please email product capability statements (formats for submission: PDF, MS Word, or MS Excel) to Brian Miller at brian.miller4@med.navy.mil. In addition, challenges can be faxed to 301-619-1132 Attn: Brian Miller, reference solicitation number FM469032592049. Email challenges are preferred. Closing date for challenges is no later than 2:00pm. ET on 7 July 2014. No phone calls will be accepted.
