Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source contract under the authority of 6.302-1 to X2 Biosystems for a a single Firm Fixed Price (FFP) contract that provides for the following: The base required supplies include thirty (30) xPatch sensors and two (2) charging stations manufactured by X2 Biosystems. The required service is for two (2) weeks on-site support. Option 1 required supplies include one-hundred (100) xPatch sensors and three (3) charging stations manufactured by X2 Biosystems. The required service is for four (4) weeks on-site support. Option 2 required supplies include five-hundred (500) xPatch sensors and ten (13) charging stations manufactured by X2 Biosystems. The required service is for four (4) weeks on-site support. Option 3 required supplies include two (2) licenses for the Integrated Concussion Evaluation (ICE) Software and two (2) tablet computers capable of running the ICE software. The required service is for email and telephone support for the ICE software. Option 4 required supplies include ten (10) licenses for the Integrated Concussion Evaluation (ICE) Software and ten (10) tablet computers capable of running the ICE software. The required service is for email and telephone support for the ICE software. Head impact exposure monitors are being evaluated for field readiness and potential inclusion in several Garrison Training Environments. To support this effort, USAARL has been conducting research in the area of head impact exposure monitoring since 2007. As a result of laboratory evaluations, the X2 Biosystems head impact exposure monitor was identified for additional testing in ongoing research. X2 Biosystems is the only company that can provide this system for additional testing, as they developed and own the xPatch sensors and charging station, software, hardware, and data rights of the xPatch sensor system and Integrated Concussion Evaluation (ICE) Software. X2 Biosystems does not sell its proprietary technology. Currently, no effort will be made to solicit offers from as many potential sources as is practicable as only X2 Biosystems, is capable of providing the required items. However, based on continued research, the Government intends to perform additional testing with other head exposure monitors (considering research objectives, technology readiness, applicability in the military environment, and field readiness) to make the necessary market comparisons to ensure open competition is feasible for future procurement contracts. The estimated value of this contract is $529,990.00. All capability statements received by 10:00AM Eastern Time on July 4, 2014, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purpose of determining whether to conduct a competitive procurement.
