********************************************************************** AMENDMENT TO SOLICITATION N00173-14-Q-0268 AMENDMENT 001 The purpose of this Amendment is: 1. Announce a Job Site Visit 2. Extend the proposal/quotation due date to July 10, 2014 5:00pm ET JOB SITE VISIT DATE: Wednesday June 25, 2014 TIME: 1:00pm ET PLACE: Naval Research Laboratory Chesapeake Bay Detachment (CBD) 5813 Bayside Road Chesapeake Beach, MD 20732-5000 Contractors are strongly encouraged to visit the job site. (US Citizens Only) Proper identification is required. A valid driver's license is sufficient. Attendees are required to bring hard hats, goggles and safety shoes. The Contractor is required to notify the Contracting Officer via email at patricia.willis@nrl.navy.mil of intent to attend the site visit and provide a list of attendees NO LATER THAN Monday June 23, 2014, 4:00pm ET. List of attendess will be provided to the CBD Security Gate Guard. ONLY THE INDIVIDUALS LISTED WILL HAVE PERMISSION TO ENTER THE FACILITY. If an emergency arises and the Contractor's Representative cannot attend the scheduled Job Site Visit, PLEASE call the Contracting Officer the morning of the Job Site Visit for notification of non-attendance. DIRECTIONS If you prefer to perform your own map search, the Chesapeake Bay Detachment (CBD) address is: 5813 Bayside Road, Chesapeake Beach, MD 20732-5000 1) From the Washington beltway take Route 4 (Pennsylvania Ave.) East 2) Take the exit for Route 260 East toward Chesapeake Beach (you will eventually cross Route 2, and then after a few miles you will bear Left at the fork in the road) 3) Stay on Route 260 till it ends at the Bay 4) Make a Right turn (South) at Route 261 (Bayside Rd) 5) Proceed to CBD (about 2.5 miles), turn left (towards the Bay) at the NRL-CBD sign 6) Check in at the Guard Shack at the Gate - we will have a list of attendees names at the Gate. 7) To get to the Advanced Multi-Function Radio Frequency Concept (AMRFC) Test-Bed go straight ahead toward the Bay from the Guard Shack 8) Make a Right turn towards the South end of CBD. 9) The AMRFC site is at the bottom of the hill. Building 2 is on the left just north of the Test-Bed SITE VISIT INSTRUCTIONS The site visit will be conducted by Kimberly (Kim) Hrin and Clifford (Cliff) Owen NRL Contracting Officer's Representatives and Richard (Dick) Perlut. The Contracting Officer has the sole authority to issue solicitations, execute amendments to solicitations, to legally bind the Government by entering into, administering, and terminating (if necessary) contracts. Any questions that the Attendees may have during or after the Job Site Visit must be submitted in writing to Patricia Willis, Contracting Officer via email at patricia.willis@nrl.navy.mil NO LATER THAN June 27, 2014 at 4:00pm ET. Written questions received during or after the Job Site Visit, responses and any changes in the description, specifications or drawings as a result of the job site visit will be issued by the Contracting Officer in the form of an Amendment to the solicitation which will be posted to the Federal Business Opportunities website. Contact with the end user is strictly prohibited (other than during the job site visit). Any contact may result in the bid process being considered "tainted" and subsequently cancelled. *******************END OF AMENDMENT 001******************** Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. The Naval Research Laboratory (NRL) has a requirement for a Contractor to perform maintenance and configuration services at the Integrated Topside (INTOP) Facility at the Chesapeake Bay Detachment (CBD) in accordance with the Statement of Work. This requirement is an Unrestricted Procurement. The Government reserves the right to award without discussions. The solicitation number is N00173-14-Q-0268, and it is being issued as a Request for Quotation (RFQ). Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. This notice will close on June 27, 2014 at 5:00 p.m., local time, Washington D.C. Earlier submission is acceptable. INSTRUCTIONS FOR PREPARING AND SUBMITTING QUOTATION: 1. Complete attached SF-18, Request for Quotation (RFQ) a) Block 11 (b) - include your DUNS number where indicated b) Block 12, if applicable c) Blocks 13a, 13b, 13c, 13d, 13e, 13f d) Blocks 14 and 15 2. Continuation Sheet - Unit Prices a) State proposed price for each contract line item. In the event the proposal is for a Service; indicate labor categories, number of hours and hourly rates proposed. b) Provide total proposed amount c) List any option items, etc proposed d) Include estimated shipping charge, if applicable e) Indicate estimated delivery time Email the completed SF-18 and pertinent documents to Patricia Willis, Contracting Officer at patricia.willis@nrl.navy.mil. Prior to submitting an offer, Offerors must be actively registered in System for Award Management (SAM) per FAR 52.204-99, System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the Offeror acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. To be eligible for award, prospective Offerors must be registered in SAM under the appropriate business category and NAICS code. In addition, unless available via SAM (i.e. www.sam.gov).
