- *****************SYNOPSIS************************* The U.S. Department of Energy (DOE), Environmental Management Consolidated Business Center (EMCBC), intends to issue a solicitation for the work at the TRU Waste Processing Center (TWPC) located in Oak Ridge, Tennessee. This solicitation will be competitive total small business set-aside procurement. The North American Industry Classification System (NAICS) code for this requirement is 562211 ?Hazardous Waste Treatment and Disposal? and the small business size standard is $35.5M. The requirements under this acquisition include safely and compliantly managing and operating the TRU Waste Processing Center (TWPC) Category II nuclear facility in support of processing EM legacy TRU waste. In addition, the Contractor will perform surveillance and maintenance (S&M) activities and provide support to the Central Characterization Project (CCP) for final certification and disposition of TRU soil and debris waste to the Waste Isolation Pilot Plant (WIPP). DOE requires processing of other Remote Handled (RH)/Contact Handled (CH) TRU waste originating from the Oak Ridge National Laboratory (ORNL). Additionally, Nuclear Fuel Services (NFS) soils will be processed by CCP on-site as the TWPC schedule allows. Any secondary waste generated from the overall TWPC waste operations will be managed safely and compliantly for disposition. The anticipated performance period will include a three-year base period and one 2-year option for a total of five years if the option is exercised. This effort is expected to result in a hybrid contract with Firm Fixed Price (FFP) Contract Line Items (CLINs) and one Cost-Plus-Award-Fee (CPAF) CLIN. Similar services are currently being performed under DOE contract DE-EM0000323 with Wastren Advantage, Inc. (WAI). The current contract will expire in January 2015. This effort was previously published under DE-SOL- 0006331 as a Sources Sought synopsis and request for information. Approximately within 30 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the issuance of a Draft Request for Proposal (RFP), DE-SOL-0006331. Interested parties are encouraged to review the Draft RFP and provide suggestions, comments, questions, and changes in writing to the TWPC procurement mailbox: twpcseb@oro.doe.gov. DOE will not respond to or post on the procurement website any verbal or written questions or comments pertaining to the Draft RFP; however, DOE will respond to and post questions and answers on the Final RFP after its release. DOE personnel may contact responding firms to clarify comments, proposed changes, questions, and other matters as necessary. This Draft RFP is NOT a formal request for proposal. Proposals are NOT being requested in response to the Draft RFP and will NOT be evaluated.
