- Wage Determination RFP This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is for firm fixed price request for proposal (RFP) for the installation of new microwave radio equipment. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This solicitation is a Regional Small Business Set Aside. Regional consideration will be small business from Arizona, Colorado and New Mexico NAICS Code 334220 small business standard size 750 See attached Performance Work Statement (PWS). FOB destination: Delivery location: USDA Forest Service Region 3 Santa Fe National Forest. The vendor must be capable of completion of work listed in the PWS within 90 days of contract award. The provision FAR 52.212-2, Evaluation Commercial Items, the specific evaluation criteria to be included in paragraph (a) of that provision is: 1) Evaluation factors and significant sub factors as stated in the solicitation are as follows. a) Award will be made on the basis of the lowest evaluated price of a quote meeting or exceeding the acceptability standards of non-cost factors. b) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and is the most advantageous to the Government, price and other factors considered.The following factors shall be used to evaluate offers: The non-cost factors are: 1) Meets the technical requirements stated in the Performance Work Statement 2) Signed Provision-Clause Amendment (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer¿s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 2) The clause in FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, offers must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) you can access these by going to http://orca.bpn.gov. QUOTES SHALL INCLUDE THE FOLLOWING: 1. Quote related to Performance Work Statement, and breakdown cost should reflect all cost associated to the Performance of the Work. 2.
