Description
This is a sources sought notice only, for the following categories of U.S. small businesses: HUBZone, Service Disabled, and Woman-owned and Economically Disadvantaged Woman-owned Small Businesses. This notice is not a Request for Proposals (RFP) or Request for Quotations (RFQ). No contract or order will be awarded from this announcement, nor will there be any reimbursement made for any costs associated with providing information in response to this announcement. The Government will utilize responses to this sources sought notice to determine the availability of qualified U.S. small business firms, within the above identified categories, capable of meeting the Department of State's requirements and to determine the appropriateness of setting aside an anticipated acquisition under one of the above small business categories. The required services include design and implementation of IT solutions, including the required software, hardware, and other components required to interconnect several agencies operating from different locations. Design services include performing the necessary studies and analysis for the development of formal requirements documents/specifications, which thoroughly detail the required hardware, software, security requirements and proposed IT infrastructure/integration solutions. Implementation includes the provision, delivery, inventory, installation, integration, and testing of all hardware, software, and associated equipment, as well as the training of end users. Specific qualifications as they pertain to this sources sought notice include the following: Experience working in Mexico developing and implementing IT solutions; a thorough understanding of illicit trafficking and organized crime activities in Mexico, particularly along the U.S./Mexican border; a thorough understanding of Mexican law enforcement agencies, to include operations, investigations, and evidence collection/sharing; a thorough understanding of Mexico's criminal justice system and investigative processes, including the interrelations between various law enforcement agencies; and experience providing training in Spanish. Firms interested in responding to this sources sought notice are invited to submit examples of prior work and experience, clearly demonstrating that the firm meets all of the above qualifications. General examples of prior experience in computer systems design/implementation and/or overseas experience are not being solicited. Any examples provided of prior work and experience must address the qualifications stated above. NO PHONE CALLS WILL BE ACCEPTED.
