Description

The United States Patent and Trademark Office (USPTO) has a requirement for a Case Tracking System for the USPTO Office of the General Counsel (GCCTS). The GCCTS shall consist of Commercial off the Shelf Software (COTS) software and license, installation services, administrator and end-user training support. The anticipated period of performance is for a period of one (1) year. The applicable NAICS code is 511210. The anticipated award date is July 18, 2014. USPTO is exempt from the Competition in Contracting Act under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and the subject requirement is being procured using the Alternative Competition Method as described in the Patent and Trademark Acquisition Guidelines (PTAG) https://federalregister.gov/a/2013-24316. In accordance with the PTAG, the USPTO conducted market research and the results indicate that only a limited number of vendors are most likely to successfully meet the agency's needs. As a result, the solicitation will only be issued to the limited number of qualified vendors.
