Attached Map for Delivery Location Attached Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information in this notice. This notice constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED separate from this announcement. Solicitation DE-SOL-107941 is issued as a Request for Quotation (RFQ). You may submit your written quote on company letter head or on a Standard Form 1449. The solicitation documents and incorporated provisions and clauses are those in effect through FAR Federal Acquisition Circular 2005-74 (May 30, 2014). The North American Industry Classification System Code (NAICS) is 423610. Size standard is 100 employees. A firm fixed price contract will be awarded using Simplified Acquisition Procedures. The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Region seeks quotes for transmission line overhead ground wire. Please see specifications attached hereto. The following clauses and provisions apply to this solicitation: 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012). Please submit the product information, manufacturer and part number of item you will be supplying. FOB Destination to: Please see attached specification for delivery instructions. 52.212-2, Evaluation -- Commercial Items (Jan 1999). The Government intends to award to the responsible contractor whose quotation represents the best value to the Government, considering price and non price-related factors (socioeconomic status of offeror) 52.212-3, Offeror Representations and Certifications -- Commercial Items (Feb 2012). * All firms or individuals submitting a quote shall include a completed copy of this provision, or include a completed copy of the Online Representations and Certifications Application (ORCA). Contractor shall acknowledge in their quote that their ORCA (Online Representation and Certification Application) is current and up to date, located at: https://orca.bpn.gov/. If your ORCA is not current and/or you do not submit a completed copy of this provision, your quote will be considered non-responsive. 52.212-4, Contract Terms and Conditions -- Commercial Items (Feb 2012) 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Feb 2012). C. 1913. This restriction is in addition to those prescribed elsewhere in statute and regulation. (End of Clause) WES-H-1054 Compliance with Internet Protocol Version 6 (IPV6) In Acquiring Information Technology (WAPA Jun 2010) This contract involves the acquisition of Information Technology (IT) that uses Internet Protocol (IP) technology. The contractor agrees that (1) all deliverables that involve IT that uses IP (products, services, software, etc.) comply with IPv6 standards and interoperate with both IPv6 and IPv4 systems and products; and (2) it has IPv6 technical support for fielded product management, development and implementation available. If the contractor plans to offer a deliverable that involves IT that is not initially compliant, the contractor agrees to (1) obtain the Contracting Officer's approval before starting work on the deliverable; and (2) have IPv6 technical support for fielded product management, development and implementation available. Should the contractor find that the Statement of Work or specifications of this contract do not conform to IPv6 standards, it must notify the Contracting Officer of such nonconformance and act in accordance with the instructions of the Contracting Officer. (End of Clause) Contract terms and conditions identified above will be incorporated into any resulting contract. If your organization has additional terms and conditions (or End User License Agreement) that you request be included in any resulting contract, please include with your quote. Additionally, if you take exception to any of the Governments Terms and Conditions, please include that information in your quote and the reason you take exception. Quoters shall submit the following additional information as part of their quote: 1. Itemized pricing and product specifications. 2. Delivery Lead Times. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments.
